National Numbering PlanIssued pursuant to I. General Provisions1. The Regulation regarding the national numbering plan prescribes the number structure and format for its identification and routing, the dialling procedures, and also the purposes and types of the number use. 2. The following terms and symbols are used in the Regulation: 2.1. toll-free service number - a national number, one of service numbers used for the provision of electronic communications services and the payment for use whereof is settled by the recipient of the call; 2.2. other service type number - a national number, one of service numbers not used for such services for the provision of which toll-free service numbers, shared cost service numbers or additional payment service numbers are intended for; 2.3. shared cost service number - a national number, one of service numbers used for the provision of electronic communications services and the payment for use whereof partly is settled by the call maker, whereas the remaining part - by the recipient of the call; 2.4. data transmission network identification code - a type of identification code (a number combination) representing the data transmission network within a country; 2.5. identification code (IC) - a number combination which on a national and international scale identifies the public electronic communications network; 2.6. national call - a call which is originated and terminated in the territory of the Republic of Latvia; 2.7. short code - a prefix, access code or short number used in the public electronic communications network at the beginning of the called dialling sequence or a separate number to ensure end-user access to public electronic communications network services; 2.8. short number - one of the short code types the format of which is shorter than the number in standard format; 2.9. mobile subscriber identification number (MSIN) - the third field of the public mobile telephone network user identification number which identifies the termination point of the public electronic communications network; 2.10. national number - a number used for calls within the country; 2.11. national signalling point code - a type of the identification code used to ensure signalling data routing and identification thereof in public electronic communications networks within the country; 2.12. standard format number - the national number of the Republic of Latvia which consists of eight digits; 2.13. closed dialling procedure - the procedures which prescribe a uniform (unified) number format and unified dialling; 2.14. carrier selection code - an access code, number combination dialled by the end-user to make the call by using the public electronic communications network of another carrier; 2.15. public mobile telephone network code of the carrier (MNC or mobile network code) - the second field of the public mobile telephone network user identification number which represents affiliation to the public mobile telephone network carrier; 2.16. additional payment service number - a national number, one of service numbers used for such electronic communications services received by end-users in exchange of a payment which differs from the payment for national calls or international calls, and also other electronic communications services (for example, toll-free call, shared cost call); 2.17. access code - one of the short code types used within one public electronic communications network at the beginning of the called dialling sequence or which is used separately from the called number to ensure end-user access to other public electronic communications network services; 2.18. prefix - one of the short code types which is dialled in the public telephone network prior to the called number, but which does not form part of the called number and which is used to access public telephone network services (one prefix is used within the scope of the numbering plan - an international prefix); 2.19. public fixed electronic communications network - a public electronic communications network wherein traffic routing is ensured towards or from a permanent termination point; 2.20. public fixed telephone network number - a national number used within the public fixed electronic communications network in the territory of the Republic of Latvia; 2.21. public mobile electronic communications network - the public electronic communications network wherein traffic routing is ensured towards or from a termination point in motion by using a radio frequency spectrum of the Republic of Latvia intended for a mobile communications service and also international roaming is ensured; 2.22. public mobile telephone network number - a national number used within the public mobile electronic communications network by using the radio frequency spectrum of the Republic of Latvia; 2.23. identification number of the public mobile telephone network user (IMSI or international mobile subscriber identity) - a number which according to the mobile telephone electronic communications standard is unique for each mobile telephone network end-user; 2.24. public mobile telephone network country code (MCC or mobile country code) - the first field of the public mobile telephone network user identification number which represents affiliation to the country of the public mobile telephone network user; 2.25. carrier service number - a short number used to ensure various services; 2.26. harmonised service of social value - a service available to the end-user free of charge and which answers a specific social need, contributes to the well-being or safety of citizens or particular groups of citizens, or helps citizens in difficulty and the call costs of the used number are covered by the recipient of the call; 2.27. symbol "X" - one digit within a number (0 or 1, or 2, or 3, or 4, or 5, or 6, or 7, or 8, or 9); 2.28. symbol "Y" - one digit within a number (0 or 4, or 5, or 6, or 7, or 8, or 9); 2.29. international call - a call which is originated in the territory of the Republic of Latvia and terminated outside the territory of the Republic of Latvia; 2.30. international prefix - a number combination dialled to make a call in the international public telephone network; 2.31. international number - a number used to ensure an international call; 2.32. international signalling point code (ISPC) - a type of the identification code used to ensure signalling data routing and identification in the international public telephone network; 2.33. country code (CC) - an access code which identifies the country in the international public electronic communications network. 3. Only digits shall be used in the formation of the public telephone network number. 4. A number is dialled in the Republic of Latvia by using the closed dialling procedure. 5. The number or code assigned for use shall be used for the intended purpose of use only (Annex 1). 6. Depending on the structure and format, numbers shall be subdivided as follows: 6.1. public telephone network numbers in standard format (Chapter II); 6.2. short codes (Chapter III); 6.3. identification codes (Chapter IV). II. Public Telephone Network Numbers7. Public telephone network numbers shall be subdivided as follows: 7.1. international numbers; 7.2. national numbers. 8. National numbers shall be subdivided as follows: 8.1. public fixed telephone network numbers; 8.2. public mobile telephone network numbers; 8.3. service numbers. 9. Service numbers shall be subdivided as follows: 9.1. toll-free service numbers; 9.2. shared cost service numbers; 9.2. additional payment service numbers; 9.4. other service type numbers. 10. The format of the international number of the Republic of Latvia shall consist of the country code and national number (Paragraph 1 of Annex 2). The international prefix is not a component of the international public telephone network number of the Republic of Latvia. 11. The first digit (index) in the public fixed telephone network number indicates to affiliation to the public fixed electronic communications network (Table 1 of Annex 1). 12. The first digit (index) in the public mobile telephone network number indicates to affiliation to the public mobile electronic communications network (Table 1 of Annex 1). 13. The public fixed telephone network number or public mobile telephone network number shall not be used for such services for the provision of which service numbers are intended for. 14. The toll-free service number is a national number the first two digits (indexes) whereof indicate to the affiliation to toll-free service numbers (Table 1 of Annex 1). 15. The shared cost service number is a national number the first two digits (indexes) whereof indicate to the affiliation to shared cost service numbers (Table 1 of Annex 1). 16. The additional payment service number is a national number the first two digits (indexes) whereof indicate to the affiliation to additional payment service numbers (Table 1 of Annex 1). 17. The other service type number is a national number the first two digits (indexes) whereof indicate to the affiliation to other service type numbers (Table 1 of Annex 1). III. Short Codes18. Short codes shall be subdivided into access codes, short numbers and prefixes the format whereof is either two, three, four, five or six digits (Paragraph 7 of Annex 2 and Table 2 of Annex 1). 19. Short codes in three-digit format 100, 104-109 and 190-199 and in four-digit format 1010-1019, 1020-1029 and 1030-1039 shall be access codes used as carrier selection codes. 20. Short numbers: 20.1. in two-digit format 01, 02, 03, and 04 and also in three-digit format 110, 112, 113, 114, and 115 shall be used by special services only: the State Fire and Rescue Service, the State Police, the State Emergency Medical Service, gas emergency service, the Maritime Rescue Coordination Centre (Table 2 of Annex 1); 20.2. in three-digit format 11X, 12X-15X and 17X or four-digit format 18XX shall be used for carrier services, except the short codes referred to in Sub-paragraph 20.1 of this Regulation; 20.3. which begin with "118" in four-digit format (118X) or five-digit format (1184X) shall be used for telephone directory enquiry services which in addition to providing information regarding subscribers who have given their consent to have their data included in a publicly accessible comprehensive subscriber directory, may also provide other information; 20.4. which begin with "16" in four-digit format (16XX) shall be used for carrier services only within the scope of a particular public electronic communications network; 20.5. which begin with "82" in five-digit format (82XXX) and "83", "84", "85", "86", "87", "88", and "89" in four-digit format (83XX, 84XX, 85XX, 86XX, 87XX, 88XX, 89XX) shall be used for carrier services; 20.6. only four-digit format, starting from "88" or "89" (88XX or 89XX), shall be used for the provision of services with such content that propagandises, depicts or contains cruel behaviour, violence, erotica, pornography or gambling insofar as the provision of services with such content is not prohibited by law. Short numbers shall be used for the European Union electronic communications harmonised services of social value in conformity with the following procedures: 21.1. short numbers which begin with "116" in six-digit format (116XXX) shall be used upon providing the European Union electronic communications harmonised services of social value, except the number 116112 which shall not be used and the right to numbering use whereof shall not be granted to any electronic communications merchant; 21.2. advertising, entertainment services, marketing and trade activities, use of the call for further trade or commercial services are strictly prohibited during the call upon using short numbers within the range 116XXX; 21.3. the Ministry of Environmental Protection and Regional Development shall publish the list of numbers reserved for harmonised services of social value and also conditions for their use in conformity with this Regulations in the official gazette Latvijas Vēstnesis [the official gazette of the government of the Republic of Latvia]. The Ministry of Environmental Protection and Regional Development shall ensure that information specifying the 116XXX series numbers and available services related thereto is maintained on the website of the Ministry; 21.4. a decision on the provider of the 116XXX series number service shall be taken by the institution responsible for the field of activity of the 116XXX series number service (by means of a competition) specified in Table 3 of Annex 1 to this Regulation. The decision taken by the responsible institution may be appealed in accordance with the procedures laid down in the laws and regulations governing the administrative proceedings. This Paragraph shall not be applied to cases if the 116XXX series number service is provided by a State institution to which such function has been delegated in accordance with the procedures laid down in laws and regulations; 21.5. compliance with the description of the relevant service specified in Table 3 of Annex 1 to this Regulation shall be assessed upon selecting the provider of the 116XXX series number service; 21.6. the provider of the 116XXX series number service shall ensure the content and accessibility of the service in compliance with the relevant service description and working hours conditions specified in Table 3 of Annex 1 to this Regulation; 21.7. the provider of the 116XXX series number service shall select the electronic communications service provider which ensures the introduction of the single European Union number and, upon concluding interconnection contracts, ensures access thereto from all electronic communications networks; 21.8. the selected provider of the 116XXX series number service, upon submitting according to general procedures the decision of the responsible institution regarding the selection of the provider of the 116XXX series number service and the submission of the provider of the 116XXX series number service regarding selection of the carrier to the Public Utilities Commission, shall request a harmonised number of a particular service of social value (116XXX). 22. Short code "00" shall be used as the international prefix. IV. Identification Codes23. Identification codes shall be subdivided as follows: 23.1. international signalling point codes; 23.2. national signalling point codes; 23.3. mobile telephone network codes; 23.4. data transmission network identification codes. 24. The international signalling point code shall be granted to the carrier (Table 4 of Annex 1). The international signalling point code shall consist of three fields with 14 bits or five digits (Paragraph 3 of Annex 2) whereof: 24.1. first three bits (first digit) identify the area code depicting the location of the signalling point in one of the eight numbering regions in the world; 24.2. subsequent eight bits (three digits) identify the district code depicting the location of the signalling point in one of the 256 districts; 24.3. final three bits (one digit) indicate which international signalling point code is to be directed from the group of international signalling point codes. 25. The national signalling point code shall be granted to the carrier. The national signalling point code shall consist of one field of 14 bits the numerical value whereof is depicted with five decimal digits within the range from 00000 to 16384 (Paragraph 4 of Annex 2) wherein the first two digits represent the index, whereas the remaining three - the number of the central station (Table 5 of Annex 1). 26. The public mobile telephone network user identification number shall be granted to the carrier. The public mobile telephone network user identification number shall consist of three fields with the total length not exceeding 15 digits (Paragraph 5 of Annex 2) whereof: 26.1. first three digits identify the public mobile telephone network country code; 26.2. subsequent two digits identify the public mobile telephone network code of a particular carrier; 26.3. final digits the total number of which may reach nine or ten digits, identify a unique mobile connection identification number of a particular carrier. 27. The public mobile network code shall be a code of five digits consisting of the public mobile telephone network country code and the public mobile telephone network code of the carrier (Paragraph 5 of Annex 2). 28. The format of the data transmission network identification code shall consist of four digits wherein the first three digits identify the data transmission network code of the country and the final digit identifies the data transmission network number of the country (Paragraph 6 of Annex 2). The division of data transmission network identification codes is specified in Table 7 of Annex 1 to this Regulation. V. Dialling Procedures29. The user shall dial the number as follows: 29.1. upon making an international call within the public fixed electronic communications network or public mobile electronic communications network, the number shall be dialled in the following sequence - international prefix, country code, national number of the relevant country (Paragraph 1 of Annex 3); 29.2. upon making a national call within the public fixed electronic communications network or public mobile electronic communications network, the national number shall be dialled (Paragraph 2 of Annex 3); 29.3. upon making a national call within the public fixed electronic communications network or public mobile electronic communications network to three-, four-, five- or six-digit short numbers, the number shall be dialled in accordance with Paragraph 3 of Annex 3. 30. Upon making a call within the public fixed electronic communications network to a two-digit short service number, the first digit shall be 0, whereas the second - 1, 2, 3 or 4 (Paragraph 4 of Annex 3). 31. If the carrier is selected by using the carrier selection service: 31.1. upon making an international call within the public fixed electronic communications network or public mobile electronic communications network, the number shall be dialled in the following sequence - carrier selection code, international prefix, country code, and national number (Paragraph 5 of Annex 3); 31.2. upon making a national call, the number shall be dialled in the following sequence - carrier selection code and national number (Paragraph 6 of Annex 3). 32. If the carrier is selected by default or by using the carrier pre-selection service: 32.1. upon making an international call within the public fixed electronic communications network or public mobile electronic communications network, the number shall be dialled in the following sequence - international prefix, country code, and national number (Paragraph 7 of Annex 3); 32.2. upon making a national call within the public fixed electronic communications network or public mobile electronic communications network, the national number shall be dialled (Paragraph 8 of Annex 3). VI. Number Identification and Routing33. Upon making an international call, the carrier shall ensure that number identification and routing is provided according to the country code and the national number of the relevant country. If the international call is made from the public mobile electronic communications network, the carrier shall ensure the correspondence of the country code and the country code of the public mobile telephone network according to the affiliation of the country. 34. Upon making a national call, number identification and routing shall be provided according to the national number. 35. Numbers of the public mobile telephone network may be used only with the public mobile telephone network code of the carrier of the Republic of Latvia. VII. Closing Provisions36. Cabinet Regulation No. 684 of 25 August 2008, Regulations Regarding the National Numbering Plan (Latvijas Vēstnesis, 2008, No. 136; 2009, No. 145, 200; 2010, No. 40, 46, 135; 2011, No. 86; 2012, No. 48; 2013, No. 219; 2014, No. 174), is repealed. 37.
