Regulations Regarding the Procedures for Determining the Monthly Salary and Social Additional Payments for a Soldier and Their Amount

Issued pursuant to
Section 9, Paragraph one and Section 15,
Paragraph one of the Law on Remuneration of Officials
and Employees of State and Local Government Authorities
and Section 6 of the law On Participation
of the National Armed Forces of Latvia in
International Operations

1. This Regulation prescribes the procedures for determining the monthly salary and special additional payments for a professional service soldier, including professional sportsman (hereinafter - the soldier) and their amount.

2. Implementation of this Regulation shall be financed from the State budget resources assigned to the Ministry of Defence.

3. The soldier shall receive monthly salary in accordance with Annex 1 to this Regulation.

4. During the time period when the soldier is participating in an international operation, he or she shall receive additional payments in accordance with Annex 2 to this Regulation.

5. The soldier shall receive special additional payments in accordance with Annex 3 to this Regulation.

6. Cabinet Regulation No. 1440 of 10 December 2013, Regulations Regarding the Procedures for Determining the Monthly Salary and Social Additional Payments for a Soldier and Their Amount (Latvijas Vēstnesis, 2013, No. 250), is repealed.

7. Cabinet Regulation No. 213 of 25 May 2011, On Determination of the Coefficient for Calculation of the Additional Payment for Soldiers who Participate in International Peacekeeping Operations (Latvijas Vēstnesis, 2011, No. 82), is repealed.

3. When determining the monthly salary rate for category I the service rank and terms of service of the soldier shall be considered.

4. When determining the monthly salary rate for category II the service rank and terms of service of the soldier, as well as the condition that this person has completed the military education course provided for the service rank in the Military Service Law shall be considered.

Additional Payments for the Soldier who Participates in an International Operation

[2 June 2015]

1. The soldier, upon participating in an international operation, shall receive an additional payment in the amount of EUR 1423 in addition to the monthly salary. The soldier shall receive the additional payment in proportion to the time period, in which he or she participates in the international operation.

2. Depending on the nature of the international operation and security conditions in the region where it is taking place, the additional payment referred to in Paragraph 1 of this Annex is multiplied by the following coefficient:

2.4. international military operations, the objective of which is to implement the inherent right of collective self-defence of a Member State of the United Nations laid down in Article 51 of the Charter of the United Nations 2.0

3. The Minister for Defence, on the basis of the recommendation of the Commander of the National Armed Forces and military evaluation of the hazard and nature of threat of the respective international operation, shall approve the coefficient for the calculation of the additional payment for participation in the international operations referred to in Sub-paragraphs 2.1, 2.2, and 2.3 of this Regulation within the scope of the specified range in each individual case.

4. The soldier shall:

4.1. receive an additional payment in the amount of EUR 285 per month for the neutralisation of unexploded ammunition;

4.2. receive an additional payment of EUR 8.60 per hour, but in the amount of no more than EUR 285 euros per month, for the fulfilment of the official duties of an aircraft crew member on an aircraft;

4.3. receive an additional payment in the amount of EUR 285 per month for the performance of special operations.

5. During the time period when the soldier receives the additional payments specified in this Annex, the soldier is not paid other additional payments referred to in this Regulation.

Special Additional Payments for Soldiers

1. Additional payment for soldiers for the fulfilment of such service tasks, which are related to increased risk to the health (life) of soldiers:

Has been appointed to the position of the specialist in neutralising unexploded ammunition and has neutralised unexploded ammunition or improvised explosive devices in the month, for which he or she receives remuneration
1.2. sapper (mine clearance expert, pioneer, shotfirer) who performs mine clearance action inland or under water 114 diploma of a specialist-sapper (mine clearance expert, pioneer, shotfirer) for carrying out the works inland or under water. Has been appointed to the position of a sapper and has performed the work of a sapper inland or under water in the month, for which he or she receives remuneration
1.3. diver carrying out of whose tasks takes place under water 72 certificate recognised by the Baltic Diving School of the National Armed Forces. Fulfils the duties of a diver and has dived in the month, for which he or she receives remuneration
1.4. member of the rescue team (crew) of a marine ship or aircraft 43 has participated in a rescue operation, which has been registered with the Maritime Rescue Co-ordination Centre or Aviation Rescue Co-ordination Centre, in the month, for which he or she receives remuneration
1.5. the soldier of the Military Police who performs personal protection of officials 114 has performed personal protection of officials in the month, for which he or she receives remuneration

2. Additional payment for soldiers for service in specific (burdensome) circumstances:

2.3. soldier of a special tasks unit EUR 85 per month holds the position of a soldier in a special tasks unit and has participated in carrying out the tasks of special operations or in diving lessons, or in lessons in open bodies of water or on floating structures, or in skydiving lessons, or in descent lessons from an aircraft, or in blasting lessons, or in lessons, in which soldiers perform actions on a slanting surface or on a vertical obstacle suspended in the height of more than four metres in the month, for which he or she receives remuneration
2.4. soldier of the Honour Guard Company who performs guard of honour EUR 72 per month holds the position of a soldier in the Honour Guard Company and has performed guard of honour in the month, for which he or she receives remuneration
2.5. soldier who is located outside the territory of the Republic of Latvia in the composition of an immediate response contingent ordered for participation in an international operation EUR 570 per month Soldier receives the additional payment in proportion to the time period, in which he or she is participating in the contingent of the immediate response force outside the territory of the Republic of Latvia, which is appointed for participation in an international organisation, until the time when the contingent of the immediate response force arrives at the district of the international operation

3. Only one of the additional payments referred to in Paragraphs 1 and 2 of this Annex may be determined for a soldier for the same time period.

4. A soldier who is disbursed a wage benefit for service abroad shall not receive the benefit referred to in Sub-paragraph 2.1 of this Annex.
