Regulations Regarding the Amount of Information to be Included in the Population Register

Section 10, Paragraph 1.¹ of the Population Register Law

1. The Regulation prescribes the amount of information to be included in the Population Register.

2. The following information regarding a person shall be included in the Population Register:

2.1. personal identity number;

2.2. given name (names);

2.3. surname;

2.4. family surname;

2.5. historical form of the name or surname of a person or family;

2.6. original form of the name of a person of another language in transliteration of the Latin alphabet;

2.7. reproduction of the name of a foreigner in the Latvian language;

2.8. information regarding birth:

2.8.1. date and time of birth;

2.8.2. place of birth;

2.8.3. information regarding the birth registration:

2.8.3.1. number of the entry of the birth register;

2.8.3.2. place and state of the birth registration;

2.8.3.3. date of the birth registration;

2.8.4. information regarding the birth certificate:

2.8.4.1. number and series;

2.8.4.2. date of issue;

2.8.4.3. issuing state and issuing authority;

2.9. gender;

2.10. nationality and type thereof;

2.11. ethnicity;

2.12. address of the declared, registered or indicated place of residence;

2.13. information regarding a personal identification document:

2.13.1. type of the document;

2.13.2. number;

2.13.3. date of issue;

2.13.4. issuing state and issuing authority;

2.13.5. term of validity;

2.13.6. date and reason for changing the status;

2.14. information regarding a residence document received in Latvia - a residence permit, registration certificate or permanent residence certificate:

2.14.1. type;

2.14.2. indication whether the person holds the right of permanent residence;

2.14.3. reason for residence;

2.14.4. category of the person;

2.14.5. right to employment;

2.14.6. term of the right of residence;

2.14.7. information regarding a document certifying the right of residence:

2.14.7.1. number;

2.14.7.2. format;

2.14.7.3. date of issue;

2.14.7.4. issuing authority;

2.14.7.5. term of validity;

2.14.7.6. date and reason for changing the status;

2.14.8. information regarding revocation of the right of residence:

2.14.8.1. date;

2.14.8.2. reason;

2.15. information regarding marital status:

2.15.1. single;

2.15.2. married;

2.15.3. divorced;

2.15.4. widower;

2.16. information regarding marriage:

2.16.1. information regarding the most recent spouse:

2.16.1.1. personal identity number;

2.16.1.2. given name (names);

2.16.1.3. surname;

2.16.1.4. gender;

2.16.1.5. date of birth;

2.16.1.6. ethnicity;

2.16.1.7. nationality and type thereof;

2.16.1.8. date of death;

2.16.1.9. reproduction of the name of the person in the Latvian language, if the spouse is a foreigner;

2.16.2. information regarding registration, divorce or annulment of a marriage:

2.16.2.1. number of the entry of the marriage register;

2.16.2.2. place and state where the marriage was registered, divorced or annulled;

2.16.2.3. date on which the marriage was registered, divorced or annulled;

2.16.3. information regarding a document certifying the registration, divorce or annulment of a marriage:

2.16.3.1. number and series of a marriage certificate or a divorce certificate issued by the General Registry institution or registration number of a divorce certificate made by a sworn notary, or number of the civil case regarding divorce or annulment of a marriage;

2.16.3.2. the place and date where and when the marriage certificate was issued or the General Registry institution issued the divorce certificate, or the sworn notary made the divorce certificate, or a court adjudication regarding divorce or annulment of the marriage was taken;

2.16.3.3. the issuing state and issuing authority of the marriage certificate or divorce certificate, of the court adjudication regarding divorce or annulment of the marriage or the sworn notary who performed divorce of the marriage;

2.17. information regarding children:

2.17.1. personal identity number;

2.17.2. given name (names);

2.17.3. surname;

2.17.4. gender;

2.17.5. date of birth;

2.17.6. ethnicity;

2.17.7. nationality and type thereof;

2.17.8. date of death;

2.17.9. reproduction of the name of the person in the Latvian language, if the child is a foreigner;

2.18. information regarding the father and mother:

2.18.1. personal identity number;

2.18.2. given name (names);

2.18.3. surname;

2.18.4. gender;

2.18.5. date of birth;

2.18.6. ethnicity;

2.18.7. nationality and type thereof;

2.18.8. date of death;

2.18.9. reproduction of the name of the person in the Latvian language, if the father or mother of the person is a foreigner;

2.19. information regarding restricting the capacity to act of the person or reviewing the restriction of capacity to act:

2.19.1. number of the court adjudication;

2.19.2. extent of restriction of the capacity to act or extent of the revoked and retained restrictions of the capacity to act;

2.19.3. date of adopting the court adjudication, issuing state and issuing authority thereof;

2.19.4. date of comming into force of the court adjudication;

2.20. information regarding death of the person:

2.20.1. date and time of death;

2.20.2. place of death;

2.20.3. information regarding the registration of the death:

2.20.3.1. number of the entry of the Death Register;

2.20.3.2. the institution which registered the death and the state of death;

2.20.3.3. date of registration of the death;

2.20.4. information regarding a document certifying death:

2.20.4.1. number;

2.20.4.2. date;

2.20.4.3. issuing state;

2.20.4.4. issuing authority;

2.21. information regarding the permission or prohibition of a person to use his or her body, tissue and organs thereof after death;

2.22. information regarding establishing or termination out-of-family care or custody or discontinuing or remowing, or renewing trusteeship rights:

2.22.1. information regarding adjudication, with which out-of-family care or custody was established or terminated for the person, or trusteeship rights were discontinued or remowed, or renewed - number, date of adoption, issuing state, issuing authority and date of comming into force;

2.22.2. the time period, for which a guardian or trustee is appointed or the person is placed in a foster family;

2.22.3. the extent of capacity to act, in which the trustee may act instead of the person or together with the person;

2.23. information regarding the guardians, trustees or foster family of the person:

2.23.1. personal identity number;

2.23.2. given name (names);

2.23.3. surname;

2.23.4. gender;

2.23.5. date of birth;

2.23.6. ethnicity;

2.23.7. nationality and type thereof;

2.23.8. date of death;

2.23.9. reproduction of the name of the person in the Latvian language, if the guardian, trustee of the person or a member of the foster family is a foreigner;

2.24. information regarding a childcare institution:

2.24.1. name;

2.24.2. registration number;

2.25. information regarding an adjudication regarding establishment or revocation of adoption:

2.25.1. type;

2.25.2. number;

2.25.3. date of adoption;

2.25.4. issuing state and issuing authority;

2.25.5. date of comming into force;

2.26. information regarding the status of a politically repressed person or participant of the national resistance movement:

2.26.1. information regarding the decision:

2.26.1.1. date of taking thereof;

2.26.1.2. number;

2.26.1.3. issuing authority;

2.26.2. information regarding the certificate:

2.26.2.1. date of issue;

2.26.2.2. number;

2.26.2.3. issuing authority;

2.27. information regarding a document certifying a prohibition to issue a personal identification document to a child who is under the age of 14 years, or a prohibition to leave the state to a child who is under the age of 18 years:

2.27.1. type;

2.27.2. number;

2.27.3. submitter or issuing authority;

2.27.4. date of submitting or accepting;

2.27.5. date of comming into force;

2.27.6. the time period, for which the prohibition is specified;

2.28. information regarding a person who is prohibited to issue a personal identification document of a child who is under the age of 14 years, or to bring out from the state to a child who is under the age of 18 years:

2.28.1. personal identity number;

2.28.2. given name (names);

2.28.3. surname;

2.28.4. date of birth;

2.28.5. ethnicity;

2.28.6. nationality and type thereof;

2.28.7. reproduction of the name of the person in the Latvian language, if the father or mother of the person is a foreigner.
