The Saeima1 has adopted and
the President has proclaimed the following law:

On the Commemorative Medal for Participants of the Barricades of 1991

Section 1. (1) The Commemorative Medal for Participants of the Barricades of 1991 is a State honour of the Republic of Latvia.

(2) The Commemorative Medal for Participants of the Barricades of 1991 (hereinafter - the Commemorative Medal) shall be established in order to honour the active defenders of the independence of Latvia - the participants of the Barricades.

Section 2. (1) The Commemorative Medal is bestowed on participants of the Barricades for their courage, selflessness, and initiative shown in January and August of 1991, for their contribution to organisational and supplies-related activities, and also to people who provided moral and material support to participants of the Barricades of 1991.

(2) The Commemorative Medal which has been bestowed on participants of the Barricades of 1991 after their death shall be issued to their relatives.

Section 3. The Commemorative Medal for Participants of the Barricades of 1991 is a shield-shaped medal with oak leaves with a diameter of 4 cm, depicting a lion holding a smaller shield with two crossed keys. There is an inscription "LR 1991" above the larger shield, and the words "Par Latviju" [For Latvia] are on the reverse of the Commemorative Medal.

Section 4. (1) The Commemorative Medal shall be worn on a red-white-red ribbon of 30 mm in width only on festivities and special occasions, and it shall be allowed to wear the small badge of the Commemorative Medal with a diameter of 20 mm or a piece of ribbon of the Commemorative Medal in everyday life.

(2) The Commemorative Medal shall be worn after higher honours of the Republic of Latvia if such honours have been bestowed on the person.

Section 5. The Commemorative Medal shall be bestowed by the board of the Commemorative Medal for Participants of the Barricades of 1991 (hereinafter - the board) consisting of the Speaker of the Saeima and four members of the board invited by the Speaker of the Saeima. The Speaker of the Saeima shall be the chairperson of the board. The chairperson of the board and members of the board shall perform their duties on a voluntary basis without receiving remuneration for it.

Section 6. (1) A proposal for the bestowal of the Commemorative Medal may be submitted to the board by anyone.

(2) The following information on the person brought forward in the bestowal proposal shall be provided:

1) the given name, surname, personal identity number;

2) the address of the place of residence;

3) a description of the merits on the basis of which the bestowal has been proposed.

(3) The submitter of the proposal shall provide the following information on himself or herself:

1) the given name, surname of a natural person or the name of a legal person;

2) the address of the place of residence of a natural person or the address of a legal person.

(4) The board shall not examine a proposal the author of which is recommending to bestow himself or herself.

Section 7. (1) The operation of the board shall be governed by the by-laws approved by the board.

(2) The records related to the Commemorative Medal shall be kept by the Chancellery of the Saeima which shall also take the measures for producing the Commemorative Medal and organising the bestowal thereof.

(3) The decisions of the board on bestowing the Commemorative Medal shall be published in the newspaper Latvijas Vēstnesis.

Section 8. (1) The Commemorative Medal shall be presented by the chairperson of the board or any member of the board.

(2) The certificate which has been signed by the chairperson of the board and members of the board and which has been confirmed with a seal of the board shall be issued to the persons bestowed with the Commemorative Medal.

Section 9. Expenditures related to the production and bestowal of the Commemorative Medal, and also the operation of the board shall be covered by the State.

Final Provisions

Section 10. The Commemorative Medals for Participants of the Barricades of 1991 which have been bestowed by the Open Public Fund of Participants of the Barricades of 1991 until the day of coming into force of this Law are considered equal to the State honour specified by this Law. The list of persons to whom such Commemorative Medal has been bestowed shall be published in the newspaper Latvijas Vēstnesis, and the certificates specified in Section 8 of this Law shall be issued to such persons.

The Law has been adopted by the Saeima on 29 April 1999.
