Procedures for Performing Combined Transport Operations for Reward, Combined Own-account Carriage or Combined Transport Operations by a Hired Vehicle, and also the Requirements for the Accompanying Document of Goods of the Combined Transport Operations

Issued pursuant to
Section 50, Paragraph three
of the Law on Carriage by Road

1. The Regulation prescribes the procedures for performing combined transport operations for reward, combined own-account carriage or combined transport operations by a hired vehicle, and also the requirements for the accompanying document of the combined transport operations and content thereof.

2. Road transport operators registered in Latvia or European Union Member States who, in accordance with the legal acts of Latvia or of the relevant Member States, have received a special permit (licence) for carriage of goods for reward or perform own-account carriage are entitled to perform combined transport operations between these countries with a road vehicle in the initial or final leg of a combined transport operation, regardless of whether or not such combined transport operation involves crossing borders.

3. When performing combined transport operation for reward and a combined transport operation by a hired vehicle, an international freight transport consignment note shall be used as an authorised accompanying document in accordance with the Convention on the Contract for the International Carriage of Goods by Road (CMR), when performing combined own-account carriage, a consignment note-invoice (hereinafter - the consignment note) shall be used as an authorised accompanying document.

4. In order to attest to combined transport operations, the consignment note shall indicate a railway station (in a leg of rail transport operation), a port terminal of inland waters (in a leg of inland waterway transport operation), or a port terminal (in a leg of maritime transport operation) in which a goods vehicle, trailer or semi-trailer with or without a tractor unit (and also their combinations), or 20 feet or larger (6.10 m and longer) containers are loaded or unloaded. This information shall be included in the consignment note prior to performing the transport operation and, when loading or unloading, it shall be approved by a stamp of a railway, a port terminal of inland waterways, or a port terminal in the relevant railway station or port terminal.

5. The Regulation shall come into force with specific provisions.
