Hygiene Requirements for Official Accommodation Facilities

Issued pursuant to
Section 38.1 of the Epidemiological Safety Law

I. General Provisions

1. This Regulation prescribes the requirements for official accommodation facilities. Within the meaning of this Regulation, an official accommodation facility shall be a facility in the ownership or possession of an undertaking (company), institution or organisation for the accommodation of persons during the acquisition of vocational or higher education or during the performance of work duties.

II. Premises and Arrangement of Official Accommodation Facilities

2. Materials that are suitable for wet cleaning and disinfection shall be used for the wall and floor finishing in kitchens, bathrooms (shower rooms) and toilet facilities of an official accommodation facility.

3. The following premises shall be arranged and equipped in an official accommodation facility:

3.1. living premises;

3.2. kitchens (in the cases referred to in Paragraph 5 of this Regulation);

3.3. bathrooms (shower rooms) and toilet facilities (in the cases referred to in Paragraph 6 of this Regulation);

3.4. hallways and stairways;

3.5. rooms for household needs:

3.5.1. for the storage of inventory of the official accommodation facility (for example, furniture, electric appliances);

3.5.2. for the storage of bedding and linen;

3.5.3. for the storage of inventory for the cleaning of premises;

3.5.4. for the washing and drying of the personal linen of tenants;

3.6. room for the staff;

3.7. room for learning (leisure) (in an official accommodation facility having separate living premises with an access to a joint hallway, if educatees of educational institutions are accommodated in the living premises).

4. It is prohibited to arrange living premises of an official accommodation facility in the basement.

5. In an official accommodation facility having separate living premises, if they have access to a joint hallway and they are not connected to a kitchen, a common-use kitchen shall be arranged and equipped with appropriate equipment and adequate number of sinks in order to provide a possibility for all tenants of the official accommodation facility to prepare a warm meal.

6. In an official accommodation facility having separate living premises, if they have access to a joint hallway and they are not connected to a bathroom (shower room) and toilet facility, a common-use shower room and toilet facility shall be arranged separately for men and women. The minimum number of sanitary technical devices in the common-use shower room and toilet facility of an official accommodation premise is determined in Annex 1 to this Regulation.

7. In the toilet facility of an official accommodation facility, toilet bowls shall be placed in separate cabins with a closable door. A waste bin with a closable lid and a toilet brush holder shall be placed in each cabin. The common-use toilet facility or its entrance hall shall be equipped with sinks for hand-washing. Additional sinks for hand-washing can be placed in a separate common-use room.

8. In a common-use shower room of an official accommodation facility, showers shall be placed in separate cabins and equipped in such a way that washing accessories can be placed therein. An entrance hall for the storage of clothes shall also be arranged, wherein a waste bin with a closable lid shall be placed.

9. All rooms in an official accommodation facility, where the living premise is connected to a bathroom (shower room), toilet facility and kitchen, shall be equipped with appropriate devices.

III. Water Supply, Sewerage, and Heating, Ventilation and Lighting of Premises of an Official Accommodation Facility.

10. An official accommodation facility shall have the centralised or local water supply system with cold and hot water, and also sewerage. The head of an official accommodation facility shall not be responsible for the discontinuity of water supply in the official accommodation facility if such has occurred due to the fault of a third person.

11. The water supplied to the official accommodation facility shall correspond to the mandatory drinking water safety requirements.

12. Air temperature in the living premises, rooms for learning (leisure), kitchens, bathrooms (shower rooms), toilet facilities and rooms for the staff of an official accommodation facility shall be in the range from 18 °C to 22 °C, but in the hallways, stairways and rooms for household needs of an official accommodation facility - not lower than 16 °C. The head of an official accommodation facility shall not be responsible for the lowering of the temperature in the official accommodation facility if such has occurred due to the fault of a third person.

13. Premises of an official accommodation facility shall have natural or artificial ventilation.

14. Premises of an official accommodation facility shall have natural lighting. Artificial lighting shall also be provided in the premises of an official accommodation facility so that its level would correspond to the requirements specified in Annex 2 to this Regulation. The entrance (exit) and the emergency exits on the first floor of the official accommodation centre shall be lighted during the dark hours of the day.

IV. Sanitary Condition of the Premises, Devices and Equipment of an Official Accommodation Facility

15. Not more than four tenants shall be accommodated in one living premise of an official accommodation facility.

16. The procedures for the cleaning of the premises of an official accommodation facility shall be established by the internal rules of procedures of the official accommodation facility. All usable premises of an official accommodation facility and devices thereof shall be clean and in working order. In the premises of an official accommodation facility, windows, doors and lighting fittings shall be washed at least twice a year.

17. Shower rooms and toilet facilities, and also sanitary technical devices of an official accommodation facility shall be cleaned by using disinfectants at least once a day with an equipment marked correspondingly for the respective room and object to be cleaned.

18. Premises of an official accommodation facility shall be regularly ventilated.

19. Household waste shall be taken to the places specially designed for the collection of waste (waste containers, waste lines) at least once a day.

20. An official accommodation facility shall provide clean bedding (mattresses, blankets, pillows), clean linen and towels to a tenant. At least once a year (if necessary, also more frequently) dry-cleaning of the bedding of an official accommodation facility shall be carried out. At least once in every 10 days (if necessary, also more frequently) an official accommodation facility shall ensure the change of linen and towels to a tenant. A tenant may also use personal linen and towels.

V. Closing Provisions

21. The head of an official accommodation facility shall be responsible for the compliance with this Regulation.

22. The Health Inspectorate shall control the implementation of this Regulation.

23. This Regulation shall come into force on 1 September 2000.
