Regulations Regarding the Amount of Information to be Entered in the Register of Natural Persons

Issued pursuant to
Section 8, Paragraph thirteen of the Law
on the Register of Natural Persons

1. The Regulation prescribes the amount of information to be entered in the Register of Natural Persons (hereinafter - the Register).

2. The following information on a person shall be entered in the Register:

2.1. the personal identity number;

2.2. the given name (names);

2.3. the surname;

2.4. the family surname;

2.5. the historical form of the personal name or family surname;

2.6. the original form of the personal name in another language in Latin transliteration;

2.7. the orthographic transcription of the personal name of a foreigner in Latvian;

2.8. the original form of the personal name in the original language;

2.9. information on the birth:

2.9.1. the date;

2.9.2. the time of birth;

2.9.3. the place of birth;

2.9.4. the country of birth;

2.9.5. on the person who announced the birth:

2.9.5.1. the given name;

2.9.5.2. the surname;

2.9.5.3. the personal identity number or date of birth if a person has not been allocated a personal identity number;

2.9.5.4. relationship of the person who announced the birth with the child (for example, the father, mother, medical practitioner, head of the institution);

2.9.6. information on the medical certificate:

2.9.6.1. the date when the medical treatment institution or medical practitioner issued the medical certificate attesting the fact of birth;

2.9.6.2. the number;

2.9.7. the number of children born at the same time;

2.9.8. which child has been born to the mother, in order of number;

2.9.9. information on the registration of the birth:

2.9.9.1. the entry number in the Birth Register;

2.9.9.2. the place and country where the birth was registered;

2.9.9.3. the birth registration number;

2.9.10. information on the birth certificate:

2.9.10.1. the number and series;

2.9.10.2. the date of issue;

2.9.10.3. the issuing country and the issuing authority;

2.10. the sex;

2.11. the nationality and type thereof;

2.12. the ethnicity;

2.13. information on the declared, registered, indicated address of the place of residence or additional address:

2.13.1. the date when the information has been registered;

2.13.2. the type of address;

2.13.3. the address in the Republic of Latvia according to the data of the information system of the State Address Register;

2.13.4. the legal basis for residing at the declared place of residence;

2.13.5. the address in a foreign country according to the classification of the International Civil Aviation Organisation (ICAO) (hereinafter - the classification);

2.13.6. the country;

2.13.7. the time when the person may be reached at the additional address;

2.14. the contact address:

2.14.1. the date when the information has been registered;

2.14.2. the type of address;

2.14.3. the address in the Republic of Latvia according to the data of the information system of the State Address Register;

2.14.4. the address in a foreign country according to the classification;

2.14.5. the country;

2.15. identification code assigned by another country which has been entered in the personal identification document or in the document issued by the competent authority:

2.15.1. the country;

2.15.2. the identification code;

2.15.3. the date of issue, number of the document, the name of the issuing authority;

2.16. information on the personal identification document:

2.16.1. the type of the document;

2.16.2. the number;

2.16.3. the date of issue;

2.16.4. the issuing country and the issuing authority;

2.16.5. the term of validity;

2.16.6. the date and reason for changing the status;

2.17. information on the residence document received in Latvia - a residence permit, a registration certificate, or a permanent residence card:

2.17.1. the type;

2.17.2. the indication whether the person holds the right of permanent residence;

2.17.3. the reason for residence;

2.17.4. the category of the person;

2.17.5. the right to employment;

2.17.6. the term of the right of residence;

2.17.7. information on the document certifying the right of residence:

2.17.7.1. the number;

2.17.7.2. the format;

2.17.7.3. the date of issue;

2.17.7.4. the issuing authority;

2.17.7.5. the term of validity;

2.17.7.6. the date and reason for changing the status;

2.17.8. information on the revocation of the right of residence:

2.17.8.1. the date;

2.17.8.2. the reason;

2.18. information on the marital status:

2.18.1. single;

2.18.2. married;

2.18.3. divorced;

2.18.4. widower;

2.19. information on marriage:

2.19.1. surname prior to entry into marriage;

2.19.2. surname after entry into marriage;

2.19.3. which marriage is being entered into (by number);

2.19.4. the given name, surname, personal identity number, or date of birth, if a person has not been allocated a personal identity number, of the witnesses;

2.19.5. information on the spouse:

2.19.5.1. the personal identity number;

2.19.5.2. the given name (names);

2.19.5.3. the surname;

2.19.5.4. if the spouse is not registered in the Register, the following information shall be entered in addition to the given name and surname:

2.19.5.4.1. sex;

2.19.5.4.2. date of birth;

2.19.5.4.3. ethnicity;

2.19.5.4.4. nationality and its type;

2.19.5.4.5. date of death;

2.19.5.4.6. the orthographic transcription of the personal name in Latvian;

2.19.6. information on the registration of marriage, divorce, or the declaration of marriage as null and void:

2.19.6.1. the entry number in the Marriage Register;

2.19.6.2. the place and country where the marriage was registered, divorced, or annulled;

2.19.6.3. the date on which the marriage was registered, divorced, or annulled;

2.19.7. information on the document certifying the registration of marriage, divorce, or the declaration of marriage as null and void:

2.19.7.1. the number and series of the marriage certificate or the divorce certificate issued by the General Registry institution or the registration number of the divorce certificate made by a sworn notary, or the number of the civil case regarding divorce or annulment of marriage;

2.19.7.2. the place and date where and when the marriage certificate was issued or the General Registry institution issued the divorce certificate, or the sworn notary made the divorce certificate, or a court ruling on divorce or annulment of the marriage was taken;

2.19.7.3. the issuing country and issuing authority of the marriage certificate or divorce certificate, of the court ruling on divorce or annulment of the marriage or the sworn notary who executed the divorce of the marriage;

2.19.¹ information on the partnership:

2.19.¹1. information on the partner:

2.19.¹1.1. personal identity number;

2.19.¹1.2. the given name (names);

2.19.¹1.3. the surname;

2.19.¹2. the date on which the partnership was registered or terminated;

2.19.¹3. information on the document certifying the registration or termination of partnership:

2.19.¹3.1. the date of issue of the document;

2.19.¹3.2. number of the document;

2.19.¹3.3. the name of the issuing authority of the document or the name, given name and surname of the issuing officer of the document;

2.20. information on minor children:

2.20.1. the personal identity number;

2.20.2. the given name (names);

2.20.3. the surname;

2.20.4. if the child is not registered in the Register, the following information shall be entered in addition to the given name and surname:

2.20.4.1. sex;

2.20.4.2. date of birth;

2.20.4.3. ethnicity;

2.20.4.4. nationality and type thereof;

2.20.4.5. date of death;

2.20.4.6. orthographic transcription of the personal name in Latvian;

2.21. information on the father and mother:

2.21.1. the personal identity number;

2.21.2. the given name (names);

2.21.3. the surname;

2.21.4. if information on the father and/or mother has not been entered in the Register, the following information shall be entered in addition to the given name and surname:

2.21.4.1. sex;

2.21.4.2. date of birth;

2.21.4.3. ethnicity;

2.21.4.4. nationality;

2.21.4.5. date of death;

2.21.4.6. orthographic transcription of the personal name in Latvian;

2.21.4.7. address of the place of residence;

2.21.4.8. number of the personal identification document, the issuing authority, the date of issue;

2.21.5. the document on the basis of which the information on the father of the child has been entered (the number of the Marriage Register, the date and place of drawing up, or the number of the application for the recognition of paternity, the date and place of the submission, or the number, date of a court judgment in effect and the court which issued the judgment);

2.22. information on the restriction of the capacity to act or reviewing the restriction of the capacity to act of the person:

2.22.1. the number of the court ruling;

2.22.2. the extent of the restriction of the capacity to act or extent of the revoked or retained restrictions of the capacity to act;

2.22.3. the date of taking the court ruling, the issuing country and the issuing court;

2.22.4. the date of entry into effect of the court ruling;

2.23. information on the death of the person:

2.23.1. the date and time of death;

2.23.2. the place of death;

2.23.3. the cause of death;

2.23.4. information on the age (whole years) of the mother of the child if a child who is less than one year of age has died;

2.23.5. the given name, surname, personal identity number, or date of birth, if a person has not been allocated a personal identity number, of the person who announced the fact of death and the relationship of this person to the deceased;

2.23.6. information on the medical certificate on the cause of death:

2.23.6.1. the issuing authority (medical treatment institution or medical practitioner);

2.23.6.2. the date of issue;

2.23.6.3. the number;

2.23.7. information on the registration of the death:

2.23.7.1. the entry number in the Death Register;

2.23.7.2. the institution which registered the death and the country of death;

2.23.7.3. the date of registration of the death;

2.23.8. information on the document certifying death:

2.23.8.1. the number;

2.23.8.2. the date;

2.23.8.3. the issuing country;

2.23.8.4. the issuing authority;

2.24. information on the permission or prohibition of a person to use his or her body, tissues, and organs after death;

2.25. information on the establishment or termination of out-of-family care or guardianship or the termination, withdrawal, or renewal of custody rights:

2.25.1. information on the document with which out-of-family care or guardianship has been established or terminated or the right of custody has been discontinued or withdrawn, or restored for a person - the number, the date of acceptance, the issuing country, the issuing court, and the date of entry into effect;

2.25.2. the extent of capacity to act in which the trustee may act on behalf of the person or in conjunction with the person;

2.26. information on the guardians, trustees, or foster family of the person:

2.26.1. the personal identity number;

2.26.2. the given name (names);

2.26.3. the surname;

2.26.4. if information on a guardian, trustee, or foster family has not been entered in the Register, the following information shall be entered in addition to the given name and surname:

2.26.4.1. sex;

2.26.4.2. date of birth;

2.26.4.3. ethnicity;

2.26.4.4. nationality and type thereof;

2.26.4.5. date of death;

2.26.4.6. orthographic transcription of the personal name in Latvian;

2.27. information on a childcare institution:

2.27.1. the name;

2.27.2. the registration number;

2.28. information on the ruling on the establishment or revocation of adoption:

2.28.1. the type;

2.28.2. the number;

2.28.3. the date of adoption;

2.28.4. the issuing country and the issuing court;

2.28.5. the date of entry into effect;

2.29. information on the status of a politically repressed person:

2.29.1. information on the decision:

2.29.1.1. the date of taking thereof;

2.29.1.2. the number;

2.29.1.3. the issuing authority;

2.29.2. information on the certificate:

2.29.2.1. the date of issue;

2.29.2.2. the number;

2.30. information on the status of a participant of the national resistance movement:

2.32. information on the document which certifies the prohibition to issue a personal identification document to a child under 14 years of age or the prohibition to leave the country for a child under 18 years of age:

2.32.1. the type;

2.32.2. the number;

2.32.3. the submitter or issuing court;

2.32.4. the date of issue or acceptance;

2.32.5. the date of entry into effect;

2.32.6. the period for which the prohibition is imposed;

2.33. information on the person to whom it is prohibited to issue a personal identification document of a child who is under the age of 14 years or to take out from the country a child who is under the age of 18 years:

2.33.1. the personal identity number;

2.33.2. the given name (names);

2.33.3. the surname;

2.33.4. if information on the person has not been entered in the Register, the following information shall be entered in addition to the given name and surname:

2.33.4.1. date of birth;

2.33.4.2. nationality and type thereof;

2.33.4.3. orthographic transcription of the personal name in Latvian.

3. The following information shall be entered in the Register on the death of a person to whom a personal identity number in the Republic of Latvia has not been allocated:

3.1. the given name (names);

3.2. the surname;

3.3. the date and place of birth of the deceased;

3.4. the date and time of death;

3.5. the place of death;

3.6. the cause of death;

3.7. information on the age (whole years) of the mother of the child if a child who is less than one year of age has died;

3.8. the given name, surname, personal identity number, or date of birth, if a person has not been allocated a personal identity number, of the person who has announced the fact of death and the relationship of this person to the deceased;

3.9. information on the medical certificate on the cause of death:

3.9.1. the issuing authority (medical treatment institution or medical practitioner);

3.9.2. the date of issue;

3.9.3. the number;

3.10. information on the registration of death:

3.10.1. the entry number in the Death Register;

3.10.2. the institution which registered the death and the country of death;

3.10.3. the date of registration of the death;

3.11. nationality and its type;

3.12. the place of residence;

3.13. marital status of the deceased. If the deceased was married, the given name and surname of the spouse shall also be indicated;

3.14. the given name, surname, and personal identity number (if any) of the parents of the deceased;

3.15. information on the document certifying death:

3.15.1. the number;

3.15.2. the date;

3.15.3. the issuing country;

3.15.4. the issuing authority.

4. If a person has not been allocated a personal identity number in the Republic of Latvia and the person has been registered in the Information System for the Registration of Civil Status Acts until 28 June 2021, information on the following shall be entered in the Register:

4.1. the entry in the Birth Register in which the following information is included:

4.1.1. the given name (names);

4.1.2. the surname;

4.1.3. the date of birth;

4.1.4. the time of birth;

4.1.5. the place of birth;

4.1.6. the country of birth;

4.1.7. on the person who has announced the birth:

4.1.7.1. the given name;

4.1.7.2. the surname;

4.1.7.3. the personal identity number or date of birth if a person has not been allocated a personal identity number;

4.1.7.4. the relationship to the child (for example, father, mother, medical practitioner, head of the institution);

4.1.8. on the medical certificate:

4.1.8.1. the date when the medical treatment institution or medical practitioner has issued the medical certificate attesting the fact of birth;

4.1.8.2. the number of the medical certificate;

4.1.9. the number of children born at the same time;

4.1.10. which child is born to the mother, in order of number;

4.1.11. information on the registration of the birth:

4.1.11.1. the entry number in the Birth Register;

4.1.11.2. the place and country of registration of the birth;

4.1.11.3. the birth registration number;

4.1.12. information on the birth certificate:

4.1.12.1. the number and series;

4.1.12.2. the date of issue;

4.1.12.3. the issuing country and the issuing authority;

4.1.13. sex;

4.1.14. ethnicity;

4.2. the entry in the Marriage Register in which the following information is included:

4.2.1. the surname prior to entry into marriage;

4.2.5.3.5. orthographic transcription of the personal name in Latvian;

4.2.6. information on the registration of marriage, divorce. or the declaration of marriage as null and void:

4.2.6.1. the entry number in the Marriage Register;

4.2.6.2. the place and country where the marriage was registered, divorced, or annulled;

4.2.6.3. the date on which the marriage was registered, divorced, or annulled;

4.2.7. information on the document certifying the registration of marriage, divorce, or the declaration of marriage as null and void:

4.2.7.1. the number and series of the marriage certificate or the divorce certificate issued by the General Registry institution or the registration number of the divorce certificate made by a sworn notary, or the number of the civil case regarding divorce or annulment of marriage;

4.3.2. the surname;

4.3.3. the date and place of birth of the deceased;

4.3.4. the date and time of death;

4.3.5. the place of death;

4.3.6. the cause of death;

4.3.7. information on the age (whole years) of the mother of the child if a child who is less than one year of age has died;

4.3.8. the given name, surname, personal identity number, or date of birth, if a person has not been allocated a personal identity number, of the person who has announced the fact of death and the relationship of this person to the deceased;

4.3.9. information on the medical certificate on the cause of death:

4.3.9.1. the issuing authority (medical treatment institution or medical practitioner);

4.3.9.2. the date of issue;

4.3.9.3. the number;

4.3.10. information on the registration of the death:

4.3.10.1. the entry number in the Death Register;

4.3.10.2. the institution which registered the death and the country of death;

4.3.10.3. the date of registration of the death;

4.3.11. nationality and type thereof;

4.3.12. the place of residence;

4.3.13. marital status of the deceased. If the deceased was married, the given name and surname of the spouse shall also be indicated;

4.3.14. the given name, surname, personal identity number (if any) of the parents of the deceased;

4.3.15. information on the document certifying death:

4.3.15.1. the number;

4.3.15.2. the date;

4.3.15.3. the issuing country;

4.3.15.4. the issuing authority.

5. The Law shall come into force on 28 June 2021.
