Regarding the Allocation of Funds from the State Budget Programme "Funds for Unforeseen Events"1. The Ministry of Finance shall allocate funding of not more than EUR 1 742 420 from the State budget programme 02.00.00 "Funds for Unforeseen Events" to the Ministry of Health for covering the expenditure incurred in relation to the outbreak of coronavirus COVID-19, and the funding shall be allocated as follows: 1.1. to the State Emergency Medical Service - funding of not more than EUR 1 176 230, including: 1.1.1. for replenishing the State material reserves - funding of not more than EUR 111 348 to cover expenditure for acquisition of the required protective equipment and anti-infectious agents; 1.1.2. for ensuring the European Union joint procurement - funding of not more than EUR 752 301; 1.1.3. for the acquisition of medical equipment, disposable personal protective equipment, medicinal products, and single-use materials - funding of not more than EUR 196 493; 1.1.4. for the establishment of additional team of emergency medical assistance - funding of not more than EUR 116 088; 1.2. to the National Health Service - funding of not more than EUR 566 190, including: 1.2.1. to the limited liability company Rīgas Austrumu klīniskā universitātes slimnīca [Riga East Clinical University Hospital] for the acquisition of sets of reagents - funding of not more than EUR 314 960; 1.2.2. to level IV regional hospitals for the acquisition of non-invasive ventilators - funding of not more than EUR 76 230; 1.2.3. for the acquisition of filters for removal of carbon dioxide and cytokinin filters - funding of not more than EUR 175 000. 2. The Ministry of Health shall, in accordance with the procedures specified in laws and regulations, prepare and submit to the Ministry of Finance a request for the allocation of the funds referred to in Paragraph 1 of this Order from the State budget programme 02.00.00 "Funds for Unforeseen Events" based on the actually necessary amount. 3. In case of urgent need, the Ministry of Health and other State and local government authorities, and capital companies of public persons which implement the epidemiological safety measures and other measures have the right to apply the exception laid down in Section 3, Paragraph eight of the Public Procurement Law to the acquisition of equipment, materials, and devices referred to in Paragraph 1 of this Order.
