Regulations Regarding the State Standard in Basic Education, the Subjects of Study Standards in Basic Education and Model Basic Educational Programmes

I. General Provision

1. This Regulation prescribes:

1.1. the State standard in basic education, laying down the main goals and objectives of basic educational programmes, the mandatory content of basic education and the basic principles and procedures for the evaluation of the basic education acquired by educatees;

1.2. the subjects of study standards in basic education, laying down the main goals and objectives of subjects, the mandatory content of subjects, the basic requirements in relation to the acquisition of subjects and the forms and methodological techniques for evaluating educational achievements;

1.3. the model basic educational programmes according to the forms of education and specific types of educational programmes.

II. Primary Goals and Objectives of Basic Educational Programmes

2. Primary goals of basic educational programmes:

2.1. to provide an educatee with the basic knowledge and basic skills necessary for social and personal life;

2.2. to create a basis for further education of an educatee;

2.3. to encourage a harmonic formation and development of an educatee;

2.4. to promote educatee's responsible attitude towards himself or herself, the family, society, the environment and the State.

3. The main tasks of basic educational programmes:

3.1. to form a conception and understanding of the main natural and social processes, sustainable development processes, moral and ethical values;

3.2. to provide an opportunity to acquire basic knowledge of and basic skills in language and mathematics;

3.3. to provide an opportunity to acquire basic learning abilities and basic skills in using information technologies;

3.4. to provide an opportunity to acquire the necessary knowledge and democratic values;

3.5. to provide an opportunity to gain experience in creative activity;

3.6. to form a basic conception of the cultural heritage of Latvia, Europe and the world;

3.7. to cultivate communication and co-operation skills;

3.8. to teach awareness of own and other people's responsibility for own health.

III. Mandatory Content of Basic Education

4. The mandatory content of basic educational programmes shall be comprised of the following fields of education:

4.1. language;

4.2. the basics of technologies and sciences;

4.3. a human being and society;

4.4. the arts.

5. The subjects of study, main objectives, aspects and general content of education characteristic to the fields of education are indicated in Annex 1 to this Regulation.

6. The content of basic educational programmes shall be implemented in the following subjects:

6.1. the Latvian language at educational institutions with the Latvian language of tuition;

6.2. the Latvian language and literature for minority basic educational programmes;

6.3. minority language for minority basic educational programmes;

6.4. a foreign language;

6.5. mathematics;

6.6. informatics;

6.7. natural sciences;

6.8. biology;

6.9. physics;

6.10. chemistry;

6.11. geography;

6.12. literature;

6.13. music;

6.14. visual arts;

6.15. world history;

6.16. history of Latvia;

6.17. social sciences;

6.18. housekeeping and technologies;

6.19. sport;

6.20. ethics;

6.20. Christian studies.

7. The content of basic educational programmes shall be determined by the following subjects of study standards:

7.1. the Latvian language. Subject of study standard for grades 1 to 9 (Annex 2);

7.2. the Latvian language and literature for minority basic educational programmes. Subject of study standard for grades 1 to 9 (Annex 3);

7.3. minority language. Subject of study standard for grades 1 to 9 (Annex 4);

7.4. a foreign language. Subject of study standard for grades 1 to 9 (Annex 5);

7.5. mathematics. Subject of study standard for grades 1 to 9 (Annex 6);

7.6. informatics. Subject of study standard for grades 5 to 7 (Annex 7);

7.7. natural sciences. Subject of study standard for grades 1 to 6 (Annex 8);

7.8. biology. Subject of study standard for grades 7 to 9 (Annex 9);

7.9. physics. Subject of study standard for grades 8 to 9 (Annex 10);

7.10. chemistry. Subject of study standard for grades 8 to 9 (Annex 11);

7.11. geography. Subject of study standard for grades 7 to 9 (Annex 12);

7.12. literature. Subject of study standard for grades 4 to 9 (Annex 13);

7.13. music. Subject of study standard for grades 1 to 9 (Annex 14);

7.14. visual arts. Subject of study standard for grades 1 to 9 (Annex 15);

7.15. world history. Subject of study standard for grades 6 to 9 (Annex 16);

7.16. history of Latvia. Subject of study standard for grades 6 to 9 (Annex 17);

7.17. social sciences. Subject of study standard for grades 1 to 9 (Annex 18);

7.18. housekeeping and technologies. Subject of study standard for grades 1 to 9 (Annex 19);

7.19. sport. Subject of study standard for grades 1 to 9 (Annex 20);

7.20. ethics. Subject of study standard for grades 1 to 3 (Annex 21);

7.21. Christian studies. Subject of study standard for grades 1 to 3 (Annex 22).

8. The use of the Latvian language and the minority language in minority basic educational programmes shall be laid down in model minority basic educational programmes included in this Regulation.

9. In basic educational programmes for grades 1 to 3, educatees shall acquire ethics or Christian studies according to parents' (persons' who exercise custody) (hereinafter - parents) choice.

10. Within the framework of basic educational programme, an educational institution may teach subjects of study other than abovementioned in Paragraph 6 of this Regulation, without exceeding the number of classes per day and the study load laid down for basic educational programmes in the General Education Law. Educational institutions shall develop standards for the such subjects of study independently and co-ordinate them with the National Centre for Education.

11. In educational programmes implemented in the form of evening (shift) and extramural (including distance) teaching, and also educational programmes implemented in places of imprisonment it is permitted not to include the subjects of study abovementioned in Sub-paragraphs 6.18 and 6.19 of this Regulation.

12. In special basic educational programmes an educational institution shall implement the requirements referred to in this Regulation in accordance with the type of developmental disorder, skills and health condition of an educatee:

12.1. in special basic educational programmes for educatees with mental developmental disorders it is permitted not to include the subjects abovementioned in Sub-paragraphs 6.8, 6.9 and 6.10 of this Regulation, by incorporating certain topics of these subjects of study into the content of the subjects of study abovementioned in Sub-paragraphs 6.7, 6.17 and 6.18 of this Regulation;

12.2. in special basic educational programmes for educatees with severe mental developmental disorders or multiple severe developmental disorders it is permitted not to include the subjects of study abovementioned in Sub-paragraphs 6.20 and 6.21 of this Regulation, by incorporating certain topics of these subjects of study into the content of the subject of study abovementioned in Sub-paragraph 6.17 of this Regulation, and also the subjects abovementioned in Sub-paragraphs 6.4, 6.8, 6.9, 6.10, 6.11, 6.12, 6.15 and 6.16 of this Regulation.

13. The following topics shall be included in all basic educational programmes: environment, safety and health.

IV. Basic Principles and Procedures for the Evaluation of the Basic Education Acquired by Educatees

14. The basic requirements laid down in the standard in respect of the acquisition of a subject of study are laid down in conformity with the optimum level of knowledge and skills of educatees.

15. The basic principles for the evaluation of the basic education acquired by educatees:

15.1. the principle of openness and clarity of requirements. The mandatory content of a subject of study and basic requirements for achievements of an educatee shall be laid down in the subject standards;

15.2. the principle of summing up positive achievements. The acquired basic education shall be evaluated by summing up positive achievements at the level of memorization and understanding, the application of knowledge and creative activity;

15.3. the principle of appropriateness of an evaluation. In a final examination assignment an opportunity shall be given to attest one's knowledge, abilities and skills in all tasks, questions, examples and situations appropriate for all evaluation levels of educational achievements. The organisation of examination assignments shall ensure adequate and objective evaluation;

15.4. the principle of diversity of examination types used for determining an evaluation. Written, oral and combined examinations, evaluation of individual and group achievements and various examination assignments shall be used in the evaluation of educational achievements;

15.5. the principle of periodicity of evaluation. Educational achievements shall be evaluated on a regular basis in order to be certain of the knowledge, abilities and skills acquired by an educatee and the dynamics of development of educational achievements;

15.6. the principle of mandatory evaluation. It is necessary for an educatee to obtain an evaluation in all subjects of study of the basic educational programme and in State examinations, except for those subjects of study and State examinations from which the educatee has been released.

16. Educational achievements of an educatee in grade 1 shall be evaluated descriptively. It shall be a brief oral and written evaluation regarding the learning activity, learning style, communication and co-operation abilities, attitude towards learning and the dynamics of development of the educational achievements of an educatee.

17. Educational achievements of an educatee in grade 2 and grade 3 in the subjects of study abovementioned in Sub-paragraphs 6.1, 6.2, 6.3 and 6.5 of this Regulation, and in grade 3 in the subject of study abovementioned in Sub-paragraph 6.4 of the Regulation shall be evaluated on a scale of 10 points (Annex 23), while educational achievements of educatees in the rest of subjects shall be evaluated descriptively.

18. Educational achievements of an educatee in grades 4 to 9 shall be evaluated on a scale of 10 points.

19. In centralised examinations achievements of educatees shall be expressed in percentage terms. The evaluation obtained shall be entered into the basic education certificate, indicating the total percentage evaluation and percentage evaluation for each part of an examination.

20. The basic education certificate issued to an educatee, in addition to the centralised examination in the Latvian language in minority educational programmes, shall specify the level and proficiency in the official language in conformity with the law or regulation regarding the required amount of knowledge of the official language for the performance of professional and official duties, obtaining of permanent residence permit and the status of a permanent resident of the European Union.

21. State examinations upon completion of grade 3 shall be as follows:

21.1. diagnostic work with a combined learning content;

21.2. diagnostic work in the Latvian language in minority educational programmes.

22. State examinations upon completion of grade 6 shall be as follows:

22.1. diagnostic work in the Latvian language in educational programmes with the Latvian language of tuition;

22.2. diagnostic work in the Latvian language in minority educational programmes;

22.3. diagnostic work in mathematics;

22.3. diagnostic work in natural sciences;

22.5. diagnostic work in the minority language in minority educational programmes.

23. State examinations upon completion of grade 9 shall be as follows:

23.1. examination in the Latvian language in educational programmes with the Latvian language of tuition;

23.2. centralised examination in the Latvian language in minority educational programmes;

23.3. examination in mathematics;

23.4. examination in the history of Latvia;

23.5. examination in the minority language in minority educational programmes;

23.6. examination in a foreign language.

V. Forms and Methodological Techniques for the Evaluation of Educational Achievements

24. Educational achievements of an educatee shall be evaluated according to the basic principles and procedures for the evaluation of the basic education acquired by educatees.

25. There shall be the following forms of evaluation of educational achievements:

25.1. oral;

25.2. written;

25.3. practical;

25.4. combined.

26. Evaluation of educational achievements shall be an integral part of the educational process for determining knowledge, abilities, attitudes, and also the dynamics of development of the educational achievements of an educatee.

27. Educational achievements shall be evaluated by:

27.1. a teacher;

27.2. an educatee, by independently assessing his or her own achievements;

27.3. peer educatees, by mutually assessing their achievements;

27.4. an administration of the educational institution;

27.5. an educational authority or education expert;

27.6. the National Centre for Education.

28. Methodological techniques for the evaluation of educational achievements shall be as follows:

28.1. initial evaluation at the beginning of the educational process prior to the acquisition of a topic or subject of study, by determining the educatee's level of acquisition of knowledge and skills, in order to take a decision concerning the further educational process;

28.2. current evaluation during the educational process, by determining the educational achievements of an educatee, in order to improve and co-ordinate the course of the educational process, mutual conformity of the education objective and education methods used, and also by promoting self-assessment abilities and responsibility of an educatee;

28.4. final evaluation, by determining the level of acquisition of knowledge and skills of an educatee, and also the abilities of an educatee resulting from productive activity, upon completion of a topic or a logical part of a topic, semester, school year, course or education level.

29. Forms and methodological techniques for the evaluation of educational achievements, the amount, time for passing and criteria for evaluation of examinations shall be determined by the achievement evaluator in compliance with the content of the relevant subject of study and basic educational programme implemented by the educational institution.

30. The evaluation in a subject of study for the school year, by taking into account the evaluation of the first and the second semester, shall be given at all grades, except in respect of the subjects of study abovementioned in Sub-paragraphs 6.7, 6.13, 6.14, 6.17, 6.18, 6.19, 6.20 and 6.21 of this Regulation for grades 1 to 3 and the subject of study abovementioned in Sub-paragraph 6.4 of this Regulation for grades 1 and 2.

31. Where it is impossible to evaluate the educational achievements of an educatee in accordance with Paragraph 29 of this Regulation, the person performing the evaluation shall use the mark "nv" (no evaluation) in the mandatory documentation of the educational institution. An educational institution shall set out in own internal regulations the cases when the person performing the evaluation of educational achievements may use the mark "nv".

VI. Model Basic Educational Programmes

32. A model basic educational programme (code of the educational programme 21011111) is determined in Annex 24 to this Regulation according to the classification of education in Latvia, which includes:

32.1. the first stage (grades 1 to 6) of basic educational programme (code of the educational programme 11011111);

32.2. the first stage (grades 1 to 6) of evening (shift) basic educational programme (code of the educational programme 11011112);

32.3. evening (shift) basic educational programme (code of the educational programme 21011112);

32.4. extramural basic educational programme (code of the educational programme 21011113);

32.5. humanitarian and social direction basic educational programme (code of the educational programme 21012111);

32.6. mathematics, natural sciences and engineering direction basic educational programme (code of the educational programme 21013111);

32.7. vocational direction basic educational programme (code of the educational programme 21014111);

32.8. the second stage (grades 7 to 9) of basic educational programme (code of the educational programme 23011111);

32.9. the second stage (grades 7 to 9) of evening (shift) basic educational programme (code of the educational programme 23011112);

32.10. the second stage (grades 7 to 9) of extramural basic educational programme (code of the educational programme 23011113).

33. A model minority basic educational programme (code of the educational programme 21011121) is determined in Annex 25 to this Regulation according to the classification of education in Latvia, which includes:

33.1. the first stage (grades 1 to 6) of minority basic educational programme (code of the educational programme 11011121);

33.2. the first stage (grades 1 to 6) of evening (shift) minority basic educational programme (code of the educational programme 11011122);

33.3 evening (shift) minority basic educational programme (code of the educational programme 21011122);

33.4. minority extramural basic educational programme (code of the educational programme 21011123);

33.5. humanitarian and social direction minority basic educational programme (code of the educational programme 21012121);

33.6. mathematics, natural sciences and engineering direction minority basic educational programme (code of the educational programme 21013121);

33.7. vocationally oriented direction minority basic educational programme (code of the educational programme 21014121);

33.8. the second stage (grades 7 to 9) of minority basic educational programme (code of the educational programme 23011121);

33.9. the second stage (grades 7 to 9) of evening (shift) minority educational programme (code of the educational programme 23011122);

33.10. the second stage (grades 7 to 9) of minority extramural basic educational programme (code of the educational programme 23011123).

34. A model pedagogical adjustment basic educational programme (code of the educational programme 21011811) is determined in Annex 26 to this Regulation according to the classification of education in Latvia, which includes:

34.1. the first stage (grades 1 to 6) of pedagogical adjustment basic educational programme (code of the educational programme 11011811);

34.2. the first stage (grades 1 to 6) of pedagogical adjustment minority basic educational programme (code of the educational programme 11011821);

34.3. the first stage (grades 1 to 6) of pedagogical adjustment evening (shift) basic educational programme (code of the educational programme 11011812);

34.4. the first stage (grades 1 to 6) of pedagogical adjustment evening (shift) minority basic educational programme(code of the educational programme 11011822);

34.5. pedagogical adjustment minority basic educational programme (code of the educational programme 21011821);

34.6. pedagogical adjustment evening (shift) basic educational programme (code of the educational programme 21011812);

34.7. pedagogical adjustment evening (shift) minority basic educational programme (code of the educational programme 21011822);

35. A model social adjustment basic educational programme (code of the education programme 21011911) is determined in Annex 27 to this Regulation according to the classification of education in Latvia, which includes:

35.1. the first stage (grades 1 to 6) of social adjustment basic educational programme (code of the educational programme 11011911);

35.2. the first stage (grades 1 to 6) of social adjustment minority basic educational programme (code of the educational programme 11011921);

35.3. the first stage (grades 1 to 6) of social adjustment evening (shift) basic educational programme (code of the educational programme 11011912);

35.4. the first stage (grades 1 to 6) of social adjustment evening (shift) minority basic educational programme (code of the educational programme 11011922);

35.5. social adjustment minority basic educational programme (code of the educational programme 21011921);

35.14. the second stage (grades 7 to 9) of social adjustment evening (shift) basic educational programme (code of the educational programme 23011912);

35.15. the second stage (grades 7 to 9) of social adjustment evening (shift) minority basic educational programme (code of the educational programme 23011922);

35.16. the second stage (grades 7 to 9) vocationally oriented direction social adjustment basic educational programme (code of the educational programme 23014911);

35.17. the second stage (grades 7 to 9) vocationally oriented direction social adjustment minority basic educational programme (code of the education programme 23014921).

36. Model special basic educational programmes are determined in Annex 28 to this Regulation according to the classification of education in Latvia for the following educational programmes:

36.1. special basic educational programme for visually impaired educatees (code of the educational programme 2015111);

36.2. minority special basic educational programme for visually impaired educatees (code of the educational programme 2015121);

36.3. special basic educational programme for hearing-impaired educatees (code of the educational programme 21015211);

36.4. minority special basic educational programme for hearing-impaired educatees (code of the educational programme 21015221);

36.5 special basic educational programme for educatees with physical development impairments (code of the educational programme 21015311);

36.6. minority special basic educational programme for educatees with physical development impairments (code of the educational programme 21015321);

36.7. special basic educational programme for educatees with somatic function impairments (code of the educational programme 21015411);

36.8. minority special basic educational programme for educatees with somatic function impairments (code of the educational programme 21015421);

36.9. special basic educational programme for educatees with speech disturbances (code of the educational programme 21015511);

36.10. minority special basic educational programme for educatees with speech disturbances (code of the educational programme 21015521);

36.11. special basic educational programme for educatees with learning disabilities (code of the educational programme 21015611);

36.12. minority special basic educational programme for educatees with learning disabilities (code of the educational programme 21015621);

36.13 special basic educational programme for educatees with mental health disorders (code of the educational programme 21015711);

36.14 minority special basic educational programme for educatees with mental health disorders (code of the educational programme 21015721).

37. Model special basic educational programmes are determined in Annex 29 to this Regulation according to the classification of education in Latvia for the following educational programmes:

37.1. special basic educational programme for educatees with mental development disorders (code of the educational programme 21015811);

37.2. minority special basic educational programme for educatees with mental development disorders (code of the educational programme 21015821).

38. Model special basic educational programmes are determined in Annex 30 to this Regulation according to the classification of education in Latvia for the following educational programmes:

38.1. special basic educational programme for educatees with serious mental development disorders or several serious development disorders (code of the educational programme 21015911);

38.2. minority special basic educational programme for educatees with serious mental development disorders or several serious development disorders (code of the educational programme 21015921).

VII. Final Provisions

39. The implementation of the subject abovementioned in Sub-paragraph 6.4 of this Regulation in conformity with Annex 31 of this Regulation shall be carried out: in school-years 2014/2015 and 2015/2016 in grades 3 to 9, in school-year 2016/2017 in grades 4 to 9, in school-year 2017/2018 in grades 5 to 9, in school-year 2018/2019 in grades 6 to 9, in school-year 2019/2020 in grades 7 to 9, in school-year 2020/2021 in grades 8 to 9, and in school-year 2021/2020 in grade 9.

40. Starting with school-year 2014/2015 for grade 1 and 2015/2016 for grades 1 and 2, the basic educational programme in the subject abovementioned in Sub-paragraph 6.4 of this Regulation shall be implemented in conformity with Annex 5 to this Regulation.

41. Starting with school-year 2014/2015, the basic educational programme in the subjects abovementioned in Sub-paragraphs 6.15 and 6.16 of this Regulation shall be implemented in conformity with Annexes 16 and 17 to this Regulation.

42. Educational institutions which are implementing the basic educational programme on the basis of a licence issued prior to the day of coming into force of this Regulation and which are compliant with the requirements laid down in this Regulation, are entitled to proceed with the implementation of the programme up to the licence expiry date.

43. Educational institutions which are implementing the basic educational programme on the basis of a licence issued prior to the day of coming into force of this Regulation, however, are failing to comply with the requirements laid down in this Regulation, shall by 1 September 2015 obtain a new licence.
