The Saeima1 has adopted
and the President has proclaimed the following Law:

On the Nagoya - Kuala Lumpur Supplementary Protocol on Liability and Redress, which has been Appended to the Cartagena Protocol on Biosafety

Section 1.

The Nagoya - Kuala Lumpur Supplementary Protocol of 15 October 2010 on Liability and Redress, which has been appended to the Cartagena Protocol on Biosafety (hereinafter - Supplementary Protocol), is adopted and approved with this Law.

Section 2.

The fulfilment of the obligations provided for in the Supplementary Protocol shall be co-ordinated by the Ministry of Agriculture and the Ministry of Environmental Protection and Regional Development. The functions of the competent authority in accordance with the regulatory enactments regarding the handling of genetically modified organisms and environmental protection shall be performed by the Food and Veterinary Service, the State Labour Inspectorate, the State Environmental Service and the State Plant Protection Service.

Section 3.

The Supplementary Protocol shall come into force in accordance with the time period and the procedures specified in Section 18 thereof, and the Ministry of Foreign Affairs shall notify it in the newspaper Latvijas Vēstnesis [the Official Gazette of the Government of Latvia].

Section 4.

This Law shall come into force on the day following the proclamation thereof. By this Law the Supplementary Protocol in English and the translation thereof into Latvian shall be proclaimed.

This Law has been adopted by the Saeima on 13 October 2011.
