Regulations Regarding the Technical Equipment Necessary for the Border Check and Border SurveillanceIssued pursuant
to 1. This Regulation prescribes the technical equipment necessary for the performance of the border check and border surveillance. 2. The technical equipment for the border check used for the checks on persons, land vehicles, railway transport, aircraft, as well as vessels and freight and other property to be transported by them at the border crossing points shall be the following: 2.1. equipment for the primary check on documents - for the check on documents of a person and vehicles presented at the border crossing point, as well as on other documents certifying the right; for verification and identification of the persons and documents presented: 2.1.1. automated devices for the reading and checking of visual and coded data of the documents; 2.1.2. optical magnification devices with illumination; 2.1.3. different wavelength illumination devices; 2.2. equipment for the secondary check on documents - for the secondary check on documents of a person and vehicles presented at the border crossing point, as well as on other documents certifying the right in order to confirm and visualise signs of forgery determined in the primary check: 2.2.1. automated devices for the reading and checking of visual and coded data of the documents; 2.2.2. microscopes with digital cameras; 2.2.3. video spectral comparators; 2.2.4. sets of measuring instruments and accessories; 2.3. equipment for entry and processing of personal biometric data - for verification and identification of persons or registration according to the personal biometric data; 2.4. equipment for the primary check on vehicles - for the check on the land vehicles, aircraft, vessels, railway transport and freight to be transported by them: 2.4.1. mirrors; 2.4.2. lanterns; 2.5. equipment for the secondary check of vehicles - for the secondary check of land vehicles, aircraft, watercraft, railway transport and the freight to be transported by them in order to confirm the signs of violations determined in the primary check: 2.5.1. devices for detecting the presence of living beings; 2.5.2. devices for detecting and inspecting hidden and enclosed spaces; 2.5.3. devices for detecting heterogeneity of metal; 2.6. video surveillance systems - for controlling the regime at the border crossing points and automatic reading and recognition of number plates of land vehicles; 2.7. stationary and portable ionising radiation detection devices - for radiometric testing of persons, land vehicles, freight and other property crossing the State border; 2.8. stationary and portable equipment for detecting metal, explosives and narcotic substances (testers) - for the check on persons, land vehicles, freight and other property crossing the State border. 3. The technical equipment for the border surveillance used for controlling the regime of the State border, borderland and border area and surveillance of the territorial sea and inland waters shall be the following: 3.1. presence detection systems - for determining signs of trespassing, detection and discovering the location of trespassers at the State border zone and borderland, border area, territorial sea and inland waters: 3.1.1. area surveillance and motion sensor systems; 3.1.2. perimeter (area) guarding equipment; 3.2. surveillance equipment - for the visual control of the State border, borderland and border area, for determining trespassing, for discovering the location of trespassers - portable stationary or mobile day and night optical and optoelectronic surveillance equipment; 3.3. border surveillance management systems - systems for the collection and presentation of data of border surveillance, personnel planning, information exchange and technical systems, and for the observation of situation, as well as for the management of the border guard shifts; 3.4. navigation devices - for detecting the place of location of the border guard assignments, land vehicles, vessels, aircrafts and landmarks and for orientation in the locality; 3.5. vehicles - for transfer of border guard shifts, patrolling, persecution, detention and transfer of trespassers, for maintaining the State border infrastructure: 3.5.1. automobiles; 3.5.2. buses; 3.5.3. quadricycles; 3.5.4. snowmobiles; 3.5.5. motorcycles; 3.5.6. bicycles; 3.5.7. tractor-type machinery; 3.5.8. trailers and semi-trailers; 3.6. vessels - ships, cutters and motorboats used for surveillance of the State border in the sea and the territorial sea, for control of inland waters, for determining, persecution, detention and transfer of violators; 3.7. aircraft - helicopters used for controlling the State border, borderland and border area regimes, for surveillance of the State border in the sea, the territorial sea and inland waters, for search, persecution, detention and transfer of trespassers. 4. Electronic communication networks and their terminal equipment for maintaining contacts and exchanging information between the State Border Guard structural units, assigned border guards, individual officials and co-operation authorities, as well as for the check on persons, land vehicles and data of documents in the information systems (registers) shall be used for ensuring the border check and border surveillance. 5. Vehicles, aircraft and vessels shall be equipped by the surveillance, navigation, sound and light signal equipment, terminal equipment of the electronic communication networks, computers and their accessories necessary for performing tasks. 6. Computers and their accessories, photographic documentation, video-documenting and audio-documenting equipment shall be used within the framework of the border check and border surveillance. 7. The amount of technical equipment necessary for the border check and border surveillance at the State Border Guard structural units shall be determined by the Chief of the State Border Guard, taking into account the tasks to be performed by each relevant structural unit, its amount, as well as its location and operational tactics. 8. Cabinet Regulation No 195 of 21 May 2002, Regulations Regarding Equipment and Technical Equipment Necessary for Performance of Border Control (Latvijas Vēstnesis [The Official Gazette of the Government of Latvia], 2002, No 82; 2004, No 140; 2005, No 33) is repealed.
