Regulations regarding the Ensuring of Interpreting at Events

Issued pursuant to Section 11, Paragraphs two and three
of the Official Language Law

1. These Regulations prescribe those cases in which, in addition to the events organised in Latvia specified under Section 11, Paragraph one of the Official Language Law, the organisers thereof shall ensure the interpreting of foreign languages into the official language, as well as those cases in which the State Language Centre may exempt the organiser of an event from ensuring interpreting into the official language.

2. At events being organised by private institutions, organisations, undertakings (companies), natural persons or international institutions, the organiser of the event shall ensure interpreting of such information into the official language that concerns legitimate public interests (associated with public safety, health, morality, health care, protection of consumer rights and employment rights, safety in the workplace and public administrative supervision), as well as shall provide detailed and complete information about the organised event thereof.

3. The State Language Centre may exempt the organiser of an event from interpreting from a foreign language into the official language, if foreign natural persons and foreign legal persons are participating in the event, and if the State and local government institutions, courts and institutions constituting the judicial system, State and local government undertakings, as well as those companies in which the greatest share of the capital is owned by the State or a local government have taken part in the organisation thereof, in the following cases:

3.1. the participants of an international event have agreed to use a different working language;

3.2. scientific and cultural educational events are being organised by national institutions of philology; or,

3.3. such open air events are being organised at which it is technically impossible to ensure the interpreting thereof.

4. A decision of the State Language Centre may be appealed according to the procedures specified in the regulatory enactments.

5. These Regulations shall come into force on 1 September 2000.
