AGREEMENT BETWEEN THE GOVERNMENT
OF THE REPUBLIC OF LATVIA AND THE GOVERNMENT OF THE STATE OF
ISRAEL ON COOPERATION IN THE FIELDS OF HEALTH AND MEDICINE
The Government of the Republic of Latvia and the Government of
the State of Israel (hereinafter referred to as the
"Parties"),
Considering the benefits of international cooperation in the
fields of health and medicine;
Guided by the desire to establish and develop bilateral
relations in the fields of health and medicine in order to
improve the health care level for their population;
Have agreed as follows:
Article 1
The Parties shall encourage cooperation in the fields of
health and medicine on the basis of equality, reciprocity and
mutual benefit.
Article 2
The Parties will cooperate in the following fields:
- Digital health
- Modern aspects in pediatric sciences
- Modern aspects in oncology
- Emergency preparedness and mass casualties and medicine
- Leadership for innovations in hospital administration
This list of the fields does not preclude cooperation in other
fields as mutually agreed upon.
Article 3
The Parties shall arrange the exchange of medical specialists'
visits for periods mutually agreed for the purpose of study of
modern diagnostic and therapeutic techniques.
Clinical demonstrations shall be performed in accordance with
the medical practice regulations of the host country.
Article 4
The Parties shall encourage the development of direct contacts
between health and medical institutions. The contacts between
these institutions shall be realized in accordance with the law
of their respective countries and on the basis of direct
agreements.
Article 5
The Parties shall, within their participation in the work of
specialized international organizations in the field of health
and medicine, cooperate through the exchange of information.
Article 6
The Government of the Republic of Latvia entrusts the Ministry
of Health of the Republic of Latvia and the Government of the
State of Israel entrusts the Ministry of Health of the State of
Israel with the implementation of the present Agreement in their
respective countries.
To implement the present Agreement, the Ministry of Health of
the Republic of Latvia and the Ministry of Health of the State of
Israel will sign a Plan of Cooperation.
All activities undertaken pursuant to this Agreement shall be
subject to the availability of funds.
Any activities carried out pursuant to this Agreement by
either Party shall be done in accordance with the laws,
regulations and procedures of that Party.
Article 7
Any disputes or differences between the Parties regarding the
interpretation or application of the provisions of this Agreement
shall be settled amicably by direct consultations between the
Parties.
Article 8
Neither Party shall transmit information received in pursuance
of this Agreement to any third party without written consent of
the Party from which such information was received.
This Agreement does not apply to any personal data. Disclosure
of personal data shall be conditional upon, and subject to, a
separate written agreement between the Parties.
Article 9
This Agreement may be amended at any time by the mutual
consent of the Parties in writing. The amendments shall enter
into force with the same procedures as those specified in Article
10.
Article 10
The present Agreement shall be approved or ratified in
accordance with the internal legal procedures of the contracting
sides.
The Agreement will enter into force on the date of the last
written notice through diplomatic channels informing that the
internal procedures for the entry into force of this Agreement
are fulfilled and will remain in force for an indefinite period
of time.
Either contracting side may terminate the Agreement at any
time by giving written notice of termination to the other Party,
through diplomatic channels. In that case, this Agreement shall
be terminated upon the expiry of six (6) months from the date of
the notification of the termination.
The termination of this Agreement shall not affect any
programs undertaken prior to such termination, unless otherwise
agreed by the Parties.
This agreement replaces and supersedes the Agreement between
the Government of the Republic of Latvia and the Government of
the State of Israel on Cooperation in the Fields of Health,
signed in Jerusalem, on 10 November 2009.
Done in Riga, on 12 December 2023, which corresponds to the 29
of Kislev 5783 in the Hebrew calendar, in two original copies,
each in the Latvian, Hebrew, and English languages, all texts
being equally authentic. In case of divergence of interpretation,
the English text shall prevail.
