Agreement between the Government
of the Republic of Latvia and the Government of the Kingdom of
Thailand on Exemption of Visa Requirements for Holders of
Diplomatic, Service and Official Passports
The Government of the Republic of Latvia and the Government of
the Kingdom of Thailand (hereinafter referred to as "the
Parties"),
Desiring to strengthen cooperation between both states,
Aiming to promote friendly relations between the two states
and facilitate travels of their nationals.
Have agreed as follows:
Article 1
1. Holders of valid diplomatic or service passports issued by
the Republic of Latvia shall not be required to obtain a visa to
enter, exit, transit and stay in the Kingdom of Thailand for a
period not exceeding ninety (90) days in any one hundred and
eighty (180) day period from the date of their entry, provided
that they shall not take up any employment, be it self -
employment, or other private activity in the Kingdom of
Thailand.
2. Holders of valid diplomatic or official passports issued by
the Kingdom of Thailand shall not be required to obtain a visa to
enter, exit, transit and stay in the Republic of Latvia for a
period not exceeding ninety (90) days in any one hundred and
eighty (180) day period from the date of their entry, provided
that they shall not take up any employment, be it self -
employment, or other private activity in the Republic of
Latvia.
Article 2
Holders of valid diplomatic, service or official passports of
the state of either Party entitled to visa exemption under the
provision of Article 1 of this Agreement may enter, transit
through or leave the territory of the state of the other Party at
any point open for international passenger traffic.
Article 3
Holders of valid diplomatic, service or official passports of
the state of either Party entitled to visa exemption under this
Agreement shall not be exempted from the obligation to respect
the laws and regulations in force within the territory of the
state of the other Party.
Article 4
Each Party reserves the right to deny entry in the territory
of the Republic of Latvia or the Kingdom of Thailand or to
terminate the stay of any person entitled to visa exemption under
this Agreement, who are considered undesirable or posing a danger
to public peace, public order, public health or national
security.
Article 5
1. The Parties shall exchange through diplomatic channels
specimens of diplomatic, service or official passports within
thirty (30) days after the date of signing of this Agreement.
2. If either Party introduces a new modification of
diplomatic, service or official passports after the entry into
force of the present Agreement, it shall send to the other Party
a specimen of the new passports through diplomatic channels at
least thirty (30) days in advance of its introduction.
Article 6
Either Party may suspend, in whole or in part, the
implementation of this Agreement, by reasons of public order,
national security or protection of public health. The other Party
shall be informed by written notification of the suspension
through diplomatic channels at least thirty (30) days in
advance.
Article 7
Any dispute arising out of the implementation and application
of this Agreement shall be settled by negotiations and
consultations between the Parties through diplomatic
channels.
Article 8
This Agreement may be amended by mutual written agreement
between the Parties. Such amendment shall enter into force in
accordance with paragraph 1 of Article 9 and shall form an
integral part of this Agreement.
Article 9
1. This Agreement shall enter into force on the date of
receipt of the last written notification through diplomatic
channels by which the Parties notify each other that internal
legal procedures for its entry into force have been
fulfilled.
2. This Agreement is concluded for an indefinite period of
time. Either Party may terminate it by written notice through
diplomatic channels. In such case, the termination shall take
effect ninety (90) days after the date of receipt of such
notice.
Done at Bangkok, Kingdom of Thailand, on
13 June 2018 in duplicate, in the Latvian, Thai and
English languages, all texts being equally authentic. In case of
any divergence of interpretation of this Agreement, the English
text shall prevail.
