Addendum to Agreement between the Ministry of Regional Development and Local Government of the Republic of Latvia Acting as the Joint Managing Authority, the Republic of Estonia and the Republic of Latvia on the Management and Administration of the Estonia - Latvia - RussiaCross Border Cooperation Programme within European Neighbourhood and Partnership Instrument 2007- 2013

The Ministry of Environmental Protection and Regional Development of the Republic of Latvia acting as the Joint Managing Authority of the Estonia - Latvia - Russia Cross Border Cooperation Programme within European Neighbourhood and Partnership Instrument 2007-2013, the Republic of Estonia and the Republic of Latvia have agreed on the following amendments in the agreement between the Ministry of Regional Development and Local Government of the Republic of Latvia Acting as the Joint Managing Authority, the Republic of Estonia and the Republic of Latvia on the Management and Administration of the Estonia - Latvia - Russia Cross Border Cooperation Programme within European Neighbourhood and Partnership Instrument 2007-2013:

1. To replace words in the title of the Agreement "the Ministry of Regional Development and Local Government of the Republic of Latvia" with "the Ministry of Environmental Protection and Regional Development of the Republic of Latvia";

2. To replace in the point 1 of the Article 1 words "the Ministry of Regional Development and Local Government of the Republic of Latvia (hereinafter referred to as the MRDLG)" with words "the Ministry of Environmental Protection and Regional Development of the Republic of Latvia (hereinafter referred to as MEPRD)";

3. To replace in all agreement abbreviation "MRDLG" with abbreviation "MEPRD";

4. To replace the title of the Article 5 "Technical Assistance Payments and Verification" with "Technical Assistance Payments, Verification and Reallocation";

5. To supplement wording of the point 1 of the Article 5 as follows:

"1. The TA budget shall be approved annually by the JMC. The annual TA budget is allocated between the JMA and the JTS. JMC, approving the TA budget, may initiate to reallocate part of TA savings to projects. If at the end of the Programme implementation period there are reallocated more funds than actually have been used for projects, the JMA will reimburse these funds to the Member States, respecting the proportion of their contribution.

6. To replace Article 10 with new Article 10 as follows:

7. This Addendum shall be signed by the representatives of the Republic of Estonia, the Republic of Latvia and by the representative of the JMA. This Addendum shall enter into force on the date on which the last signature is given.
