Procedures by which the Military Police shall Ensure the Protection (Security Guard) of Representatives of Foreign and International Organisations Invited by the President

Issued pursuant to Section 6.1,
Paragraph two, Clause 2
of the National Armed Forces Law

1. This Regulation prescribes the procedures by which the Military Police shall ensure the protection (security guard) of representatives of foreign and international organisations invited by the President (hereinafter - representatives of foreign and international organisations) in the Republic of Latvia.

2. The Military Police, in co-operation with the institutions of the system of the Ministry of the Interior, as well as other State and local government institutions shall organise protection (security guard) of representatives of foreign and international organisations, and implement security measures in full or partial extent according to the threat posed to the person.

3. Full extent of security measures shall mean:

3.1. security escort - ensuring of the physical inviolability, as well as unimpeded and safe movement of representatives of foreign and international organisations;

3.2. guarding of the temporary residence;

3.3. prevention of unauthorised acquisition of information.

4. Partial extent of security measures shall mean individual security measures laid down in Paragraph 3 of this Regulation.

5. The Head of the State Protocol of the Ministry of Foreign Affairs or the Chancery of the President shall inform the commander of the Military Police regarding the scheduled visits of representatives of foreign and international organisations to the Republic of Latvia in writing at least seven working days before the beginning of such a visit, and in case of unscheduled visits - on the day when the Ministry of Foreign Affairs or the Chancery of the President has received information regarding organising of the relevant visit.

6. Within three working days after receiving information regarding a scheduled visit, the commander of the Military Police shall take a decision on security measures, the extent thereof and the procedures for organising the measures, on the basis of the results of threat analysis performed by the Military Police and State security institutions. If a visit is unscheduled, the relevant decision shall be taken within three working days, but not later than until the beginning of the visit. The Military Police shall inform the Head of the State Protocol of the Ministry of Foreign Affairs or the Head of the Chancery of the President regarding the decision taken.

7. The Military Police shall determine the extent of security measures and the procedures for organising each measure, and shall inform thereof all institutions involved in the security measures, as well as the representatives of foreign and international organisations. All institutions involved in the security measures, as well as the representatives of foreign and international organisations shall conform to the procedures for organising security measures.

8. The Military Police shall ensure physical inviolability of representatives of foreign and international organisations.

9. Depending on the type of movement of representatives of foreign and international organisations the following security escorts shall be available:

9.1. transport escort if the relevant vehicles are accompanied by one or several operational vehicles. The Military Police shall organise transport escort and provide it independently or in co-operation with the State Police;

9.2. personal guard escort. It shall be provided by the Military Police.

10. The Military Police shall determine the amount of material and technical resources and the number and type of vehicles necessary for ensuring security measures.

11. If the vehicles necessary for carrying out the security measures are not at the disposal of the Chancery of the President or the Military Police, the Military Police shall rent them by first agreeing on the number of such vehicles with the Chancery of the President.

12. Temporary residences of representatives of foreign and international organisations shall be guarded by the Military Police in co-operation with other units of the National Armed Forces or institutions of the system of the Ministry of the Interior.

13. Public order at events where representatives of foreign and international organisations participate shall be ensured by the State Police and municipal police according to the information provided by the Military Police.

14. Technical security systems may be used for guarding temporary residences of representatives of foreign and international organisations.

15. In order to prevent unauthorised acquisition of information at temporary residences of representatives of foreign and international organisations, the Military Police shall take appropriate security measures independently or in co-operation with State security institutions.

16. The activities of institutions involved in security measures shall be co-ordinated by officials of the Military Police.
