31.panta pirmās daļas 2.punktu

1. Latvijas Republikas valdības un Eiropas Kosmosa aģentūras Eiropas sadarbības valsts plāna harta (turpmāk - harta) ar šiem noteikumiem tiek pieņemta un apstiprināta.

2. Hartā paredzēto saistību izpildi koordinē Izglītības un zinātnes ministrija.

3. Harta stājas spēkā tās 6. pantā noteiktajā laikā un kārtībā.

PLAN FOR EUROPEAN COOPERATING STATES (PECS) CHARTER BETWEEN THE GOVERNMENT OF THE REPUBLIC OF LATVIA AND THE EUROPEAN SPACE AGENCY

The Government of the Republic of Latvia,

and

The European Space Agency (hereinafter referred to as "the Agency") established by the Convention opened for signature in Paris on 30 May 1975 (hereinafter referred to as "the Convention"),

(hereinafter referred to as the "Parties"),

HAVING REGARD to the European Cooperating State Agreement between the Government of the Republic of Latvia and the European Space Agency signed in Riga (Latvia) on 15 March 2013 (hereinafter referred to as the "ECS Agreement"), and in particular its Article 14.1 which states that: "The present Agreement, after signature by the Parties and its approval in accordance with the legal order of the Republic of Latvia , shall enter into force upon subscription by the Government of the Republic of Latvia of the PECS Charter referred to in Article 7 and detailed in Appendix I, except for the rules contained in Appendix II A and B which shall be applicable upon signature. This subscription of the PECS Charter shall be made at the latest one year after the signature of the present Agreement unless the Parties have agreed another time limit. In the event the said subscription has not occurred within the above time limit, the present Agreement shall be null and void."

HAVING REGARD to the letter sent to the Agency by the Government of the Republic of Latvia on 19 January 2015 No.41/36-229 by which the latter notifies the Agency of the approval of the ECS Agreement in accordance with the legal order of the Republic of Latvia,

HAVE AGREED AS FOLLOWS:

1. The purpose of the present PECS Charter is, within the frame and pursuant to the terms of the ECS Agreement, to define the terms and conditions of the financial contribution of the Government of the Republic of Latvia to the Plan for European Cooperating States thus, subject to the fulfilment of the other conditions outlined in the above mentioned Article 14.1, allowing the Government of the Republic of Latvia to enjoy the benefits of all the rights granted to it as an European Cooperating State in the ECS Agreement.

2. The proposed terms and conditions of the financial contribution of the Government of the Republic of Latvia to the PECS are the following:

i) a financial envelope defined in Annex 2 shall be allocated to the PECS, whose content with regard to Government of the Republic of Latvia is defined in Annex 1;

ii) a contribution shall be paid within this financial envelope and according to the funding mechanism set out in Annex 2, to cover the costs of executing the PECS.

3. The Annexes to this PECS Charter shall form an integral part of the present Charter.

4. The Government of the Republic of Latvia and the Agency may revise the provisions of this PECS Charter by mutual agreement. Pursuant to the terms of the ECS Agreement, the present PECS Charter may be revised and updated once every year during the 5-year period of the ECS Agreement. Amendments, except for those made exclusively to the Annexes, shall take effect on the date of their signature by the Parties. Amendments made exclusively to the Annexes shall be made in accordance with the terms of these Annexes.

5. The present PECS Charter shall remain in force as long as the ECS Agreement remains in force.

6. The present PECS Charter shall enter into force on the date of its signature by the Parties.

Annex 1

List of the Republic of Latvia activities

The activities accepted to be undertaken by the Government of the Republic of Latvia under the PECS decided in the year 2015 which, pursuant to the terms of the ECS Agreement, have been approved by the Agency's Programmes Boards and Committees and the PECS Committee, are the following:

A. Earth Observation

1. Development of land cover (LC) / land use (LU) monitoring approach based on fusion of Sentinel-2 images and hyper spectral airborne data

Contractor: Foundation "Institute for Environmental Solutions" (IES), Priekuli

This project is intended to develop improved algorithms for LC-LU classification in Latvia by fusing Sentinel 2 and Landsat 8 data with airborne hyper spectral data. The initial phase will be a simulation of Sentinel-2 data using advanced airborne hyper spectral remote sensing. This will be followed up with a feasibility study on fusion of Sentinel-2 and Landsat-8 Thermal Infrared (TIR) satellite data with airborne remote sensing data.

The main technical objectives of the project are the following:

1. To develop a LC-LU classification scheme in order to support the EU and national decision-making process, and an efficient policy accounting (CAP, subsidies, biodiversity conservation, regional development, climate adaptation, flood risk management, ecological corridors, etc.);

2. To adapt the IES flying laboratory to perform a simulation of Sentinel-2 imagery;

3. To develop a LC-LU classification algorithm for Sentinel-2 data and implement it into a prototype by using experience and products developed in the frame of the other EU-funded projects (e.g. Geoland 2, HLANDATA);

4. To verify the classification results with high resolution airborne RGB images, obtained simultaneously with hyper spectral data and in-situ ground measurements for difficult or questionable sites or classes;

5. To perform a feasibility study on fusion of Sentinel-2 satellite images (simulated by airborne sensors in 2014, and obtained from the satellite after its launch) with airborne hyper spectral data and Landsat-8 TIR bands in order to extract more sub-classes;

6. To assess the influence of atmosphere on satellite data signal by comparing the real Sentinel-2 data (after the satellite launch in 2015) and the results of its simulation by airborne sensors.

Since Sentinel-2 data will not be available before end of 2014, the remote sensing data necessary to start the project will be collected from the flying laboratory of IES. In order to adapt the laboratory for the simulation of Sentinel-2, the spectral sampling and spatial resolution requirements must be taken into account. Information from the GMES Sentinel-2 Mission Requirements document will be used to identify the corresponding requirements.

This project will be totally funded from the Latvian contribution to the PECS budget.

2. Integration of Sentinel 3 and airborne hyper spectral data for improved coastal zone management

Contractor: Foundation "Institute for Environmental Solutions" (IES), Priekuli

The main goal of the project is to develop methods to combine hyper spectral airborne data from the flying laboratory developed by the Institute for Environmental Solutions (IES) with ocean colour remote sensing data, in particular from Sentinel 3. The intention is that these methods will be optimised to take account of the specific properties of the Baltic Sea. The IES will partner with the Estonian Marine Institute (EMI) to build on their coastal remote sensing experience as well as in-situ and laboratory capabilities and develop new and improved remote sensing algorithms and methods suitable for the Baltic Sea condition. The work will include a characterisation of the, potential accuracy of these algorithms for different concentration ranges of optically active substances.

The principal technical objectives of the project are as follows:

1. To characterise the optical properties of coastal waters of the Baltic Sea;

2. To test the performance of current and new processors in retrieving correct water reflectance spectra and water quality products;

3. To develop new remote sensing algorithms if the processors do not provide reliable results;

4. To estimate the theoretical accuracies of the remote sensing products that can be achieved in the case of different concentration ranges of optically active substances.

The airborne and in-situ reflectance data will be collected in hyper spectral mode but the analysis will be carried out taking the technical characteristics of ocean colour sensors such as OLCI (bandwidths, signal to noise ratio, etc.) into account.

The project will first test the performance of the latest MERIS/OLCI processors in producing correct reflectance spectra. The atmospheric effects can be estimated by carrying out simultaneous reflectance measurements from a ship and an aircraft. As from 2015, it should be possible to carry out simultaneous OLCI, CASI, ship measurements to validate the latest processors.

Relatively few data are available on optical variability in the Baltic Sea coastal waters. The current knowledge tells that the absorption and backscattering properties in the different parts of the Baltic Sea may vary by up to two orders of magnitude and there is a significant difference between optical properties of phytoplankton communities during spring and summer periods. As a consequence, there is a strong need in characterising the variability in optical properties of the Baltic Sea in order to be able to develop remote sensing algorithms/methods that provide more reliable water quality products than the existing ones.

Finally there is also an urgent need to evaluate possible accuracy of the remote sensing products as in such optically complex waters since the optically active components may shadow the possibility to estimate concentrations of other substances.

This project will be totally funded from the Latvian contribution to the PECS budget.

B. Space technology

3. Rigid polyurethane foams for internal tank insulation for launcher upper stages (Cryofoams)

Contractor: Latvian State Institute of Wood Chemistry, Riga

In this project, work will be carried out on the development of rigid polyurethane (PUR) foam material for inner cryogenic insulation of a LH2 tank for the next generation launcher with a cryogenic upper stage. The main advantage of PUR foams in comparison with other thermo insulation materials is the possibility to cover this material on the complicated shape metal surfaces by spraying method. The spraying of PUR foams on metal constructions is a chemical and technological process.

This project takes into account the previous experience of the Latvian State Institute of Wood Chemistry and a bi-lateral project with Astrium GmbH where the basic knowledge and experience on how to prepare successful polyol systems was developed. Regarding the current development in nano and micro filler chemistry and technology, the final polyol systems will be further improved.

The properties of PUR foams and their adhesion to substrate materials depend not only on the chemical structure and macromolecule architecture of the polymeric matrix, but also on the technological factors of PUR foam production. The tasks of this project are to investigate some technological effects on the physical and mechanical characteristics of the selected foams and their modifications as well as development of necessary polyol component for production of spraying cryogenic insulation with optimal technological parameters. Technological effects to be tested are as follows:

1. Influence of the A and B components' temperature on the foaming parameters of the composition and the anisotropy of the foams.

2. Influence of the metal surface temperature on the adhesive strength, and the physical and mechanical characteristics of the foams.

3. Effects of the adhesive type and its curing stage on the adhesion of the PUR foams to metal under the application of thermo mechanical loads.

4. Effects of the PUR foams' micro and nano fillers reinforcement on the physical and mechanical characteristics of foams at normal and cryogenic temperatures.

5. PUR foam formation speed on surface of metal construction: cream time, gel time and tack free time.

6. Influence of primer and metal construction temperature to adhesive bond metal - PUR.

7. Factors responsible for adhesion between foam layers (autohesion), and for formation of non-damaged structure between sprayed foam layers.

8. Forecasting formation of possible defects and development of non-destructive test methods for them.

C. Education

4. Ventspils University College Satellite Technology Education Programme

Contractor: Ventspils University College (VUC), Ventspils

The main objective of this project is to raise existing competence level of VUC staff in space related technologies and to provide education in space technology development to the students in Latvia. To support research and industry in the fields of space technology and science, a critical mass of engineers and young scientists, experienced in space sector, should be reached in Latvia.

Currently strong competences of the VUC student training programs is in modern technologies used for information and signal processing, embedded system development and modeling, particularly Field Programmable Gate Arrays (FPGA), Hardware Description Languages (HDL), and LabVIEW. VUC's vision is to be the leading space technology research and training centre in Latvia. With Latvia's growing participation in ESA programs in the future, it is necessary to integrate strong competences of the VUC with space applications of those technologies and provide high quality training to the students.

Under the current project, it is intended to focus on two types of activities:

• to develop training course content for students related to signal and information processing applications in satellites based on the newly acquired Cubesat training laboratory in the VUC;

• to continue research and development of new applications on FPGA technology for real Cubesats and Nano-satellites.

To make the most out of existing study programmes and capacities, a research will be carried out on how existing VUC student capacities, in particular FPGA designing and signal processing, can be used in Cubesats and other Nano-satellites which shall lead to existing solution elaboration and concepts for new applications.

VUC does not have capacity yet to develop a Cubesat fully on its own; it is planned to cooperate with partners from industry in Latvia and university Cubesat teams in the neighboring countries to develop FPGA applications to the real needs of Cubesat developers. Teams in Tartu, Aalto and Aalborg universities have showed interest for cooperation in development of FPGA applications.

5. Motivation and awareness raising children and youngsters about space and space technologies

Contractor: Kurzeme Democenter Ltd., Ventspils (by decision No. 19-10/24596 of Register of Enterprises of the Republic of Latvia, as of 19.02.2014, Aspired, Ltd)

The main objective of the project "Motivation and awareness raising of children and youngsters about space and space technologies" by Kurzeme Democentre Ltd. is to motivate and raise awareness of children and youngsters in Latvia about space technologies and space industry - field that is of great practical significance and that is becoming more and more present in everyday life due to rapid technology development and constant innovation in Europe and all over the world.

For this purpose, Kurzemes Democenter Ltd. has identified three major activities that must be implemented in order to reach the above-mentioned key objective:

1) Development of a travelling interactive space exhibition that includes both interactive exhibits and hands-on workshops in order to raise awareness of children and youngsters about space technologies and their practical application;

2) Development of open source web platform mainly for educators, teachers and lecturers that will include all kinds of space related information, educational aids, video and audio materials, educational games etc. in order to increase young people's motivation to choose space related education and industry as a career;

3) Organisation of practical study courses for young space enthusiasts using educational CubeSats. The practical study courses will be a practical and useful addition to current study programmes in secondary schools and vocational schools.

 

Annex 2

Financial Provisions

1. Financial envelope

The Government of the Republic of Latvia shall provide the Agency, over a period of five years (2015-2019), with a financial envelope amounting to 5 000 000 EURO at 2001 economic conditions (e.c.) as its contribution to the PECS. The general conditions governing the financial contribution of the Government of the Republic of Latvia to the PECS are defined in the ECS Agreement. The main financial conditions outlined in the Appendix 1, paragraph II.4 of the ECS Agreement and recalled hereunder are complemented by the following provisions:

(a) The Government of the Republic of Latvia's contribution shall be paid in accordance with the rules and procedures of the Agency as complemented by the provisions of the present Annex;

(b) The Agency shall charge for the costs it incurs in managing the Plan, and record them in its accounts, in accordance with the rules and procedures in force;

(c) The updating of the annual payments to take account of changes in economic conditions shall follow the rules and procedures in force in the Agency;

(d) At the end of each five-year period covered by the PECS, the share of the Government of the Republic of Latvia's contribution that has not been earmarked for the execution of the corresponding work shall be used to finance activities planned to be executed in the following five-year period covered by the PECS, unless otherwise required by the Government of the Republic of Latvia;

(e) In the event of termination of the present Agreement, any contribution of the Government of the Republic of Latvia not committed under the PECS may be assigned by the Government of the Republic of Latvia to other Agency activities in which it participates if it becomes a Member State or an associate Member, or may be otherwise disposed of as decided by the Government of the Republic of Latvia.

4. Revision clause

The present Annex may, pursuant to the terms of the ECS Agreement, be revised and updated once every year during the 5-year period of the ECS Agreement. Amendments made to the present Annex shall be made by an exchange of letters between the Parties.

Latvijas Republikas valdība

un

Eiropas Kosmosa aģentūra (turpmāk tekstā saukta "Aģentūra"), kas dibināta saskaņā ar Konvenciju par Eiropas Kosmosa aģentūras dibināšanu, kura tika parakstīta Parīzē 1975. gada 30. maijā (turpmāk tekstā saukta "Konvencija"),

(turpmāk tekstā sauktas "Puses"),

ATSAUCOTIES UZ Latvijas Republikas valdības un Eiropas Kosmosa aģentūras Eiropas sadarbības valsts līgumu, kas parakstīts 2013.gada 15.martā Rīgā (Latvijā) (turpmāk tekstā saukts "ESV līgums"), it īpaši tā 14.1.pantu, kas nosaka, ka: "Kad šo līgumu parakstījušas abas Puses un tas tiek apstiprināts saskaņā ar Latvijas Republikā piemērojamo likumisko kārtību, tas stājas spēkā ar brīdi, kad Latvijas Republikas valdība veic 7.pantā minēto un I Pielikumā aprakstīto ESVP hartas parakstīšanu, izņemot noteikumus, kas minēti II Pielikuma A un B punktos, kas stājas spēkā ar parakstīšanas brīdi. Minētā ESVP hartas parakstīšana jāveic ne vēlāk kā viena gada laikā pēc šā līguma parakstīšanas, ja vien Puses nav vienojušās par citu termiņu. Ja minētā parakstīšana nav veikta attiecīgajā termiņā, šis līgums uzskatāms par spēku zaudējušu."

ATSAUCOTIES UZ 2015.gada 19.janvāra vēstuli Nr. 41/36-229, ko Latvijas Republikas valdība ir nosūtījusi Aģentūrai, ar kuru tā paziņo Aģentūrai par ESV līguma apstiprināšanu saskaņā ar Latvijas Republikā piemērojamo likumisko kārtību,

VIENOJAS PAR TURPMĀKO.

1. Šīs ESVP hartas mērķis ievērojot un saskaņā ar ESV līguma noteikumiem ir noteikt Latvijas Republikas valdībai noteikumus un nosacījumus finansiālajām iemaksām Eiropas Sadarbības valstu plānā, tādejādi izpildot citus nosacījumus, kas izklāstīti iepriekš minētajā 14.1.pantā, ļaujot Latvijas Republikas valdībai izbaudīt visu piešķiramo tiesību ieguvumus, kas tai piešķirti kā Eiropas Sadarbības valstij ESV līgumā.

2. Piedāvātie noteikumi un nosacījumi Latvijas Republikas valdības finansiālajām iemaksām ESVP ir šādi:

i) finansējuma apjoms, kas noteiks Pielikumā 2, ir jāpiešķir ESVP, kuras saturs attiecībā uz Latvijas Republikas valdību ir noteikts Pielikumā 1;

ii) iemaksa ir jāsamaksā ievērojot finansējuma apjomu un saskaņā ar finansējuma mehānismu, kas noteikts Pielikumā 2, lai nosegtu ESVP izpildes izmaksas.

3. Šīs ESVP hartas pielikumi ir tās neatņemama sastāvdaļa.

4. Savstarpēji vienojoties Latvijas Republikas valdība un Aģentūra var pārskatīt šīs ESVP hartas noteikumus. Ievērojot ESV līguma noteikumus, šo piecu gadu periodā ESVP harta var tikt pārskatīta un precizēta reizi gadā. Visi grozījumi, izņemot tos, kas veikti tikai pielikumos, stājas spēkā dienā, kad to parakstījušas abas Puses. Grozījumi, kas izdarīti tikai pielikumos, tiek izdarīti saskaņā ar minēto pielikumu noteikumiem.

5. Šī ESVP harta ir spēkā tik ilgi, kamēr spēkā ir ESV līgums.

6. Šī ESVP harta stājas spēkā dienā, kad to parakstījušas abas Puses.

Latvijas Republikas aktivitāšu saraksts

Apstiprinātās aktivitātes ko uzņemas veikt Latvijas Republikas valdība ESVP ietvaros ir noteiktas 2015.gadā, ievērojot ESV līguma noteikumus, pieņemtas Aģentūras Programmu valdēs un komitejās un ESVP komitejā, ir šādas:

A. Zemes novērošana

1. Zemes virsmas (LC) / zemes izmantošanas veidu (LU) monitoringa pieejas izstrāde, balsoties uz mākslīgā zemes pavadoņa Sentinel-2 attēlu un aviācijā bāzētas hiperspektrālās izpētes datu savietošanu.

Līgumslēdzējs: Nodibinājums "Vides risinājumu institūts" (VRI), Priekuļi

Šis projekts, sapludinot Sentinel 2 un Landsat 8 datus ar aviācijā bāzētās hiperspektrālās izpētes datiem, paredz izstrādāt uzlabotus algoritmus LC-LU klasifikācijai Latvijā. Sākotnējā fāzē, izmantojot aviācijā bāzēto hiperspektrālo datu izpēti, tiks simulēti Sentinel-2 nākotnes dati. Tai sekos priekšizpēte par Sentinel-2 un Landsat-8 infrasarkano sensoru (TIR) un aviācijā bāzētās izpētes datu savietojamību.

Galvenie projekta tehniskie mērķi ir šādi:

1. Izstrādāta LC-LU klasifikācija, lai atbalstītu ES un nacionālo lēmumu pieņemšanas procesu, kā arī efektīvu rīcībpolitikas procesu (KLP, subsīdiju, bioloģiskās daudzveidības saglabāšanu, reģionālās attīstības, klimata adaptācijas, ekoloģisko koridoru, plūdu riska pārvaldības pasākumus, u.t.t.);

2. Pielāgot VRI lidojošo laboratoriju Sentinel-2 attēlu simulēšanai;

3. Izstrādāt LC-LU klasifikācijas algoritmu Sentinel-2 datiem un attīstīt to prototipa līmenī, izmantojot citu ES finansēto projektu (piem., Geoland 2, HLANDATA) pieredzi un produktus;

4. Pārbaudīt klasifikācijas rezultātus ar augstas izšķirtspējas aviācijā bāzētās izpētes RGB attēliem, kas iegūti vienlaicīgi ar hiperspektrālajie datiem un in-situ zemes mērījumiem sarežģītās vai apšaubāmās vietās vai klasifikācijas klasēs;

5. Lai iegūtu vairāk apakšklases, veikt priekšizpēti par Sentinel-2 satelītattēlu (simulācijā un pēc satelīta palaišanas iegūto) savietošanu ar aviācijā bāzētās attālās izpētes hiperspektrālajiem datiem un Landsat-8 TIR spektra kanālu joslām;

6. Salīdzinot reālos Sentinel-2 (pēc satelīta palaišanas) attēlus ar aviācijā bāzētās izpētes sensoru datiem, novērtēt atmosfēras ietekmi uz satelīta datu signāliem.

Tā kā projektu uzsākot Sentinel-2 dati vēl nebūs pieejami, nepieciešamie attālās izpētes dati projekta uzsākšanai tiks savākti ar VRI lidojošās laboratorijas palīdzību. Lai pielāgotu lidojošo laboratoriju Sentinel-2 simulācijai, tiks ņemtas vērā spektrālo paraugu ņemšanas un telpiskās izšķirtspējas prasības. Lai identificētu attiecīgās prasības, tiks piemērotas GMES Sentinel-2 Mission Requirements dokumenta prasības.

Šis projekts tiks pilnībā finansēts no Latvijas iemaksām PECS budžetā.

2. Sentinel-3 un aviācijā bāzētas attālās izpētes hiperspektrālo datu savietošana uzlabotai piekrastes zonas pārvaldībai.

Līgumslēdzējs: Nodibinājums "Vides risinājumu institūts" (VRI), Priekuļi

Projekta galvenais mērķis ir izstrādāt metodes ar aviāciju iegūtu hiperspektrālo datu un mākslīgo pavadoņu (sevišķi Sentinel-3) jūras un okeānu izpētes datu savietojamībai. Metodes paredzēts adaptēt specifiskajiem Baltijas jūras apstākļiem. VRI sadarbībā ar Igaunijas Jūras institūtu (EMI) un balstoties uz tā attālās izpētes pieredzi, in-situ un laboratorijas iespējām, izstrādās jaunus attālās izpētes algoritmus un metodes Baltijas jūras stāvokļa novērtēšanai. Darbs ietvers algoritmu precizitātes novērtējumu dažādiem optiski aktīvo vielu koncentrāciju līmeņiem.

Projekta galvenie tehniskie mērķi ir šādi:

1. Raksturot Baltijas jūras piekrastes ūdeņu optiskās īpašības.

2. Pārbaudīt pašreizējo un jauno datu apstrādes rīku atbilstību pareizai ūdens atstarošanās spektra datu ievākšanai ūdens kvalitatīvai aprakstīšanai;

3. Ja datu apstrādes rīki uzrādīs neatbilstošus rezultātus, izstrādāt jaunus algoritmus;

4. Novērtēt attālās izpētes produktu sasniedzamās teorētiskās precizitātes robežas optiski aktīvo vielu koncentrāciju dažādiem diapazoniem.

Attālās izpētes un in-situ ūdens atstarošanas dati tiks vākti aviācijā bāzētas izpētes hiperspektrālā režīmā, bet analīze tiks veikta, ņemot vērā mākslīgā zemes pavadoņa, OLCI okeāna krāsu sensoru tehniskos parametrus (spektra joslu platumu, signāla un trokšņa attiecību, u.c.).

Projekts vispirms pārbaudīs jaunāko satelīta sensoru (MERIS/OLCI) spēju iegūt pareizo atstarošanās spektru. Atmosfēras iedarbību novērtēs, veicot vienlaicīgus atstarošanās mērījumus no kuģa un lidmašīnas. Lai novērtētu datu apstrādes rīkus, sākot no 2015. gada, būtu iespējams veikt vienlaicīgus OLCI, CASI un kuģu mērījumus.

Salīdzinoši maz datu ir par Baltijas jūras piekrastes ūdeņu optisko mainību. Pašreizējās zināšanas liecina, ka absorbcijas un atstarotās gaismas izkliede starp dažādām fitoplanktona sabiedrībām pavasara un vasaras periodā var atšķirties divkārtīgi. Tā rezultātā, lai attīstītu attālās izpētes algoritmus/metodes, kas dotu ticamas datus par ūdens kvalitāti, nepieciešams raksturot Baltijas jūras optisko īpašību mainīgumu.

Tāpat steidzami nepieciešams novērtēt iespējamo precizitāti optiski kompleksu ūdeņu attālās izpētes produktiem, jo optiski aktīvās sastāvdaļas var samazināt citu vielu koncentrācijas noteikšanu.

Šis projekts tiks pilnībā finansēts no Latvijas iemaksām ESVP budžetā.

B. Kosmosa tehnoloģijas

3. Cietais poliuretāna putuplasts nesējraķetes augšējās pakāpes tvertnes iekšējai izolācijai (Kriofoams)

Līgumslēdzējs: Latvijas Valsts koksnes ķīmijas institūts, Rīga

Šajā projektā tiks izstrādāts poliuretāna (PU) putuplasta materiāls jaunākās paaudzes nesējraķetes augšējās pakāpes LH2 tvertnes iekšējai kriogēnajai izolācijai. Galvenā PPU priekšrocība, salīdzinot ar citiem siltumizolācijas materiāliem, ir iespēja to uzklāt uz sarežģītas formas metāla virsmām ar smidzināšanas metodi. PU putuplasta smidzināšana uz metāla konstrukcijām ir gan ķīmisks, gan tehnoloģisks process.

Šajā projektā ņemta vērā Latvijas Valsts koksnes ķīmijas institūta iepriekšējā pieredze divpusējā projektā ar Astrium GmbH (šobrīd Airbus DS), kurā tika attīstītas pamatzināšanas un pieredze, kā sagatavot speciālas poliolu sistēmas. Ņemot vērā pašreizējo attīstību nano- un mikro- pildvielu ķīmijā un tehnoloģijā, gala poliolu sistēmas tiks vēl vairāk uzlabotas, tās modificējot.

PPU īpašības un to adhēzija ar pamatnes materiālu ir atkarīga ne tikai no ķīmiskās uzbūves un makromolekulu struktūras polimēru matricā, bet arī no PU putuplasta iegūšanas tehnoloģiskajiem faktoriem. Projekta darba uzdevumi ir izpētīt vairāku tehnoloģisko faktoru iedarbību uz izvēlētā PU putuplasta un tā modifikāciju fizikālajām un mehāniskajām īpašībām, kā arī nepieciešamo poliolu komponentes izstrādne smidzināmas kriogēnās izolācijas iegūšanai ar optimāliem tehnoloģiskajiem parametriem. Tehnoloģiskie parametri, kuri tiks noteikti ir:

1. A un B komponenšu temperatūras ietekme uz kompozīcijas putošanas parametriem un PU putuplastu anizotropiju.

2. Metāla virsmas temperatūras ietekme uz adhēzijas stiprību un putuplasta fizikālajām un mehāniskajām īpašībām.

3. Praimera (grunts) tipa un tās cietēšanas pakāpes ietekme uz adhēziju starp PU putuplasta un metālu, kas pakļauts termiskai un mehāniskai slodzei.

4. Mikro un nano PU putuplasta pildvielu ietekme uz tā fizikālajām un mehāniskajām īpašībām istabas un kriogēnā temperatūrā.

5. PU putuplasta veidošanās reakcijas ātrums uz metāla konstrukciju virsmas: starta, gela un lipīguma laiki.

6. Gruntējuma un metāla konstrukciju temperatūras ietekme uz adhezīvo stiprību metāls - PU putuplasts.

7. Faktori, kas ietekmē adhēziju starp putuplasta slāņiem (autohēzija) un par nebojātas struktūras veidošanos starp uzsmidzinātā putuplasta slāņiem.

8. Iespējamo defektu veidošanās paredzēšana un nedestruktīvu testēšanas metožu izstrāde.

C. Izglītība

4. Ventspils Augstskolas satelīttehnoloģiju izglītības programma

Līgumslēdzējs: Ventspils Augstskolas satelīttehnoloģiju izglītības programma

Šī projekta galvenais mērķis ir palielināt esošo Ventspils Augstskolas (VeA) personāla kompetences līmeni kosmosa tehnoloģiju nozarē un nodrošināt Latvijā izglītību studentiem kosmosa tehnoloģiju izstrādes jomā. Lai atbalstītu pētniecību un kosmosa tehnoloģiju industriju, Latvijā ir jāizveido jauno inženieru un zinātnieku grupa ar pieredzi kosmosa tehnoloģijas nozarē.

Pašreiz VeA tās studiju programmās studentiem nodrošina kompetences iegūšanu signālu apstrādē un iegulto sistēmu izstrādē un modelēšanā. Studenti tiek apmācīti darbam ar programmējamām shēmām (FPGA), kas galvenokārt tiek pielietotas dažādu algoritmu realizācijai augstas veiktspējas aparatūrā. VeA vīzija ir kļūt par vadošo kosmosa tehnoloģiju pētniecības un izstrādes centru Latvijā. Nākotnē, pieaugot Latvijas dalībai EKA programmās, ir nepieciešams nostiprināt VeA kompetenci kosmosa tehnoloģijās un nodrošināt augstas kvalitātes apmācību un praksi studentiem.

Šajā projektā galvenās aktivitātes tiks veiktas divos virzienos:

• mācību kursa izstrāde VeA Informāciju Tehnoloģiju fakultātes studentiem, apskatot satelītos pielietojamās datu un signālu apstrādes tehnoloģijas. Kursu plānots izstrādāt, par pamatu ņemot jaunizveidoto VeA satelītehnoloģiju mācību laboratoriju.

• jaunu uz FPGA tehnoloģijām balstītu risinājumu izstrāde, uzlabojot nanosatelītos pielietotās datu un signālu apstrādes tehnoloģiskos risinājumus.

Tiks veikts pētījums, lai novērtētu to kā pašreizējās VeA studentu prasmes signālu apstrādē un iegulto sistēmu izstrādē varētu tikt pielietotas CubeSat un citu nano-satelītu risinājumu uzlabošanā un jaunu koncepciju izstrādē.

Dotajā brīdī VeA nav pietiekami daudz nepieciešamo resursu, lai pilnībā izstrādātu CubeSat tipa satelītu, tādēļ ir plānots sadarboties ar industrijas pārstāvjiem no Latvijas un satelītbūves komandām no tuvākajām kaimiņvalstīm. Sadarbības rezultātā būtu iespējams izstrādāt uz FPGA balstītus, augstas veiktspējas risinājumus pielietojumiem CubSat tipa satelītos. Tartu, Ālto un Ālborgas universitāšu komandas ir izrādījušas interesi par kopīgu sadarbību.

5. Bērnu un jauniešu motivēšana un izpratnes veicināšana par kosmosu un kosmosa tehnoloģijām.

Projekta "Bērnu un jauniešu motivēšana un izpratnes veicināšana par kosmosu un kosmosa tehnoloģijām" galvenais mērķis ir motivēt un veicināt izpratni bērniem un jauniešiem Latvijā par kosmosa tehnoloģijām un kosmosa industriju - jomu ar ļoti praktisku nozīmi un kuru pielietojam savā ikdienas dzīvē arvien vairāk, pateicoties straujai tehnoloģiju attīstībai un nepārtrauktam inovāciju procesam Eiropā un citur pasaulē.

Šī iemesla dēļ SIA Kurzemes Democentrs ir identificējis trīs galvenās aktivitātes, kuras būtu jāievieš, lai sasniegtu augstāk minēto projekta mērķi:

1)Pārvietojamas interaktīvas izstādes izstrādāšana par tēmu "Kosmoss", kura iekļauj gan interaktīvus stendus, gan radošās darbnīcas, lai veicinātu bērnu un jauniešu izpratni par kosmosa tehnoloģijām un to praktisko pielietojumu.

2)Atvērtā koda tīmekļa vietnes izstrāde, kura galvenokārt paredzēta izglītotājiem, skolotājiem un pasniedzējiem, kurā varēs ievietot informāciju, kas saistīta ar kosmosu, izglītības palīgmateriāliem, video un audio failiem, izglītojošām spēlēm utt., lai veicinātu jauniešus izvēlēties iegūt ar kosmosu saistītu izglītību un kosmosa industriju - kā karjeru.

3)Praktisku nodarbību organizēšana jaunajiem kosmosa entuziastiem, izmantojot izglītojošus CubeSat. Praktiskās nodarbības būs kā noderīgs papildinājums esošajām studiju programmām gan vidusskolām, gan arodskolām.

 

 

Pielikums 2

Finanšu noteikumi

1. Finansējuma apjoms

Latvijas Republikas valdība nodrošinās Aģentūrai par piecu gadu periodu (2015-2019.gads) finansējumu 5 000 000 eiro apmērā atbilstoši 2001.gada ekonomiskiem apstākļiem (e.a), kā iemaksu ESVP. Vispārējie nosacījumi, kas regulē Latvijas Republikas valdības finansiālos ieguldījumus ESVP, ir noteikti ESV līgumā. Galvenie finanšu nosacījumi, kas uzskaitīti ESV līguma I Pielikuma II.4 punktā, turpmāk tiek papildināti ar šādiem noteikumiem:

(a) Latvijas Republikas valdības iemaksa tiek veikta saskaņā ar Aģentūras noteikumiem un procedūrām, kā papildina šī Pielikuma noteikumi;

(b) Aģentūra iekasē izmaksas, kas rodas pārvaldot Plānu, un reģistrē tos savos kontos, saskaņā ar spēkā esošajiem noteikumiem un procedūrām;

(c) Ikgadējo maksājumu atjaunināšana atbilstoši pārmaiņām ekonomiskajā situācijā tiek īstenota atbilstoši Aģentūras spēkā esošajiem noteikumiem un procedūrām;

(d) Pēc katra ESVP darbības piecgades perioda beigām Latvijas Republikas valdības iemaksas daļa, kas nav iezīmēta attiecīgā darba izpildei, tiks izmantota, lai finansētu pasākumus, kuri ir plānoti nākamajā ESVP piecgades darbības periodā, ja vien Latvijas Republikas valdība to nepieprasa citādāk;

(e) Gadījumā, ja šis līgums tiek izbeigts, Latvijas Republikas valdības iemaksas, kuras netika izmantotas atbilstoši ESVP noteiktumiem, Latvijas Republikas valdība var piešķirt citām Aģentūras darbībām, kurās tā piedalās, ja kļūst par Dalībvalsti vai Asociēto locekli, vai arī to var izmantot citādāk, atbilstoši Latvijas Republikas valdības ieskatiem.

2. Indikatīva izmaksu tāme saskaņā ar vispārējām Latvijas Republikas valdības īstenotajām darbību kategorijām atbilstoši ESVP:

Zemes novērošana: 72%
Kosmosa tehnoloģijas: 5%
Izglītība: 23%

4. Pārskatīšanas noteikumi

Šis Pielikums var tikt pārskatīts un atjaunots saskaņā ar ESV līguma noteikumiem, reizi gadā ESV līguma piecu gadu darbības perioda laikā. Grozījumi šajā Pielikumā tiek veikti Pusēm apmainoties ar vēstulēm.
