Regulations Regarding the Preservation and Protection of the Historic Centre of Rīga

Issued pursuant to
Section 7 of the Law on Preservation and Protection of the Historic Centre of Rīga

1. This Regulation prescribes the procedures for the preservation, protection, use of the historic centre of Rīga and the zone of protection thereof, modification of the cultural and historic environment thereof, as well as procedures for the implementation of development projects and the requirements conferring to the relevant cultural and historic environment values.

2. The most significant cultural and historic values of the historic centre of Rīga and the zones of protection thereof to be preserved are the following:

2.1. in the structure of the historic planning (area):

2.1.1. streets and squares in which the building line of streets and squares and the building cornice height line are of significance;

2.1.2. internal space of blocks with greenery;

2.2. the Old Rīga silhouette;

2.3. archaeological cultural layer and archaeological elements;

2.4. public spaces which are not to be constructed on and the boundaries of which shall be specified in the local plan:

2.4.1. Akadēmijas laukums [square];

2.4.2. Alberta laukums [square];

2.4.3. the surroundings of Dailes teātris [theatre] between Bruņinieku, Brīvības and Šarlotes iela [street];

2.4.4. Doma laukums [square];

2.4.5. Herdera laukums [square];

2.4.6. Jēkaba laukums [square];

2.4.7. Līvu laukums [square];

2.4.8. Pils laukums [square];

2.4.9. Rātslaukums [square];

2.4.10. Latviešu strēlnieku laukums [square];

2.4.11. Vašingtona laukums [square];

2.4.12. Vecpilsētas laukums [square];

2.4.13. streets of the historic centre of Rīga;

2.5. parks, gardens, and historic cemeteries:

2.5.1. Esplanāde [park];

2.5.2. Grīziņkalns [park];

2.5.3. canal-side greenery;

2.5.4. Kronvalda parks [park];

2.5.5. Lielie kapi, Pokrova kapi, and Jēkaba kapi [cemeteries];

2.5.6. Vērmanes parks [park];

2.5.7. Viestura dārzs [park];

2.5.8. Ziedoņdārzs [park];

2.6. greenery of the streets and yards according to the local plan;

2.7. historic watercourses and bodies of water:

2.7.1. the Daugava River within the boundaries of the historic centre of Rīga and the zone of protection thereof;

2.7.2. Rīga City canal;

2.8. historic groups of constructions:

2.8.1. culturally and historically unique buildings;

2.8.2. culturally and historically very valuable buildings;

2.8.3. culturally and historically valuable buildings.

3. Significant modifications of the cultural and historic environment:

3.1. in the historic centre of Rīga:

3.1.1. new build up which is related to the reduction of natural and planting areas indicated in the local plan;

3.1.2. the consolidation or division of any parcel of land if it conflicts with the historic structure of the plan;

3.1.3. the amendment to block zoning or any build up, which increases the transport parking load and flow into it by several times several times;

3.1.4. modifications to the volume of buildings and untypical building solutions in the traditional building environment, including changes to roof configurations which adversely affect the public space and are visible from the public space without special optical auxiliary devices from the following sight points:

3.1.4.1. viewing platform of the tower of St. Peter's Church;

3.1.4.2. the bell platform of the Dom Church tower;

3.1.4.3. the restaurant of the Station clock;

3.1.4.4. the top floor of the multi-storey building on the Republikas laukums [square];

3.1.4.5. the top floor of the National Library building;

3.1.4.6. Salu tilts [bridge], Dzelzceļa tilts [bridge], Akmens tilts [bridge], and Vanšu tilts [bridge];

3.1.4.7. the entire length of Balasta dambis [street];

3.1.4.8. AB, CD and EF dambis [mole];

3.1.4.9. the Daugava River below the historic centre of Rīga;

3.1.4.10. sight points facing completions of street perspectives;

the top floor of the hotel "Reval Hotel Latvia";

3.1.4.12. the top floor of the Latvian Academy of Sciences multi-storey building;

3.1.5. construction of new buildings with the height of its separate parts exceeding 24 metres;

3.1.6. mounting of temporary structures more than 10 metres in height in relation to public events in the public outdoor space for a time period exceeding five days, except structures which are provided for selling goods during public events, as well as mobile stages; and

3.2. in the zone of protection of the historic centre of Rīga - new build up which is related to the reduction of the natural and planting area and historic water reservoirs indicated in the local plan of the city.

4. Buildings and structures of the historic centre of Rīga and the zone of protection thereof shall be repaired and restored in timely manner. Upon performing the maintenance (repair), conservation, and restoration of culturally and historically unique, very valuable, and valuable buildings, the volume of the building, the form of its roof, the finish of its facades, its historically original windows and doors, its construction system and planning, as well as its culturally and historically valuable interiors and furnishings shall be preserved. If a culturally and historically unique, very valuable, or valuable building is damaged to such extent that its renovation and restoration is not possible and the cultural and historic value of the relevant building is lost, in its place only the construction of a building of the same volume and building materials shall be permitted, preserving the existing authentic cultural and historic values.

4.1 Changing of the windows and glazing of the loggia shall be permitted, in accordance with the procedures laid down by the General Building Regulations, in buildings of little cultural and historic value, in buildings without cultural and historic value, and in environment-degrading buildings, without performing other construction work on the facade.

5. Reconstruction of buildings shall not be permitted if:

5.1. the building is a State protected cultural monument and its reconstruction destroys the cultural and historic value of the building;

5.2. the building will not fit into the urban environment due to its form, scale, proportions, and materials used after its intended reconstruction.

6. When reconstructing a building it is prohibited:

6.1. to simplify the facade architecture;

6.2. to change the original historical windows and outer doors in the building facades which are visible from the public space (except for cases according to the opinion of the State Inspection for Heritage Protection that they are of low value or the loss of the original parts thereof is more than 50 %), as well as to use a plate glass and plastic finish;

6.3. to change the shape and covering type of roof and to build new skylights visible from the public space of culturally historical unique and very valuable buildings;

6.4. to change the shape and type of roofing of culturally historical unique buildings if it reduces the value of the cultural historical environment looking from the public space.

7. In order to determine the requirements which correspond to the relevant cultural and historic environment values, the historic centre of Rīga and the zone of protection thereof shall be divided into the following parts (Annexes 1 and 2) in which the relevant build up restrictions shall be specified:

7.1. Vecrīga [Old Rīga] (Part No. 1):

7.1.1. construction of new buildings shall be permitted in places where new buildings are not in conflict with the historic structure of the space or later qualitative modifications thereof. The scale, nature and system of proportions of the surrounding historic group of constructions and respective traditional materials shall be preserved;

7.1.2. in designing build up among culturally and historically unique, very valuable and valuable buildings, the height thereof, in each particular case, shall be determined according to the spatial analysis of street landscape, preserving the scale of historic build up and the traditional spatial landscape of streets and squares of the city environment. The height shall be co-ordinated with the State Inspection for Heritage Protection and the Riga City Building Directorate, however, it may not exceed the highest neighbouring building by more than one storey and the maximum height of the building specified in the local plan;

7.1.3. the construction of buildings, whose outer dimensions or construction volume are in direct contrast with the volumes of historic buildings, shall not be permitted;

7.1.4. the historic form of roofs shall be preserved for culturally and historically unique, very valuable and valuable buildings. The exceptions shall be permitted if the modifications improve the landscape of roofs or they are necessary for the preservation of the building. They shall be co-ordinated in advance with the State Inspection for Heritage Protection, the Riga City Building Directorate and the Council for Preservation and Development of Riga Historical Centre;

7.2. bulvāru loks [Boulevard circle] (Part No. 2):

7.2.1. construction of new buildings is not permitted, except for the structures provided for in the detailed plan which are necessary for the functioning of parks and existing buildings;

7.2.2. in designing build up among culturally and historically unique, very valuable and valuable buildings, the height thereof, in each particular case, shall be determined according to the spatial analysis of street landscape, preserving the scale of historic build up and the traditional spatial landscape of streets and squares of the city environment. The height shall be co-ordinated with the State Inspection for Heritage Protection and the Riga City Building Directorate, however, it may not exceed the highest neighbouring building by more than one storey and the maximum height of the building specified in the local plan;

7.2.3. the historic form of roofs shall be preserved for culturally and historically unique, very valuable and valuable buildings. The exceptions shall be permitted if the modifications improve the landscape of roofs or they are necessary for the preservation of the building. They shall be co-ordinated in advance with the State Inspection for Heritage Protection, the Riga City Building Directorate and the Council for Preservation and Development of Riga Historical Centre;

7.3. Rīgas vēsturiskā centra kodols [the Core of Historic Centre of Rīga] (Part No. 3):

7.3.1. construction of new buildings is permitted, by respecting the open or closed building development type of the relevant block;

7.3.2. in designing build up among culturally and historically unique, very valuable and valuable buildings, the height thereof, in each particular case, shall be determined according to the spatial analysis of street landscape, preserving the scale of historic build up and the traditional spatial landscape of streets and squares of the city environment. The height shall be co-ordinated with the State Inspection for Heritage Protection and the Riga City Building Directorate, however, it may not exceed the highest neighbouring building by more than one storey and the maximum height of the building specified in the local plan;

7.3.3. the construction of buildings, whose outer dimensions or construction volume are in direct contrast with the volumes of historic buildings, shall not be permitted;

7.3.4. the historic form of roofs shall be preserved for culturally and historically unique, very valuable and valuable buildings. The exceptions shall be permitted if the modifications improve the landscape of roofs or they are necessary for the preservation of the building. They shall be co-ordinated in advance with the State Inspection for Heritage Protection, the Riga City Building Directorate and the Council for Preservation and Development of Riga Historical Centre;

7.4. Centrāltirgus [Central Market] (Part No. 4):

7.4.1. the construction of buildings, whose outer dimensions or construction volume are in direct contrast with the volumes of historic buildings, shall not be permitted;

7.4.2. construction of new buildings in the territory of the Central Market and warehouses shall be permitted only if the historic open trade areas and the dominating role of the existing historic buildings is preserved; and

7.4.3. in reconstructing the existing build up the historic form of roofs shall not be substantially changed if it does not conform to the architectonic style of the building;

7.5. Rīgas vēsturiskā centra kodola ārējās daļas [external parts of the Core of Historic Centre of Rīga] (Part No. 5):

7.5.1. in designing a new group of constructions the scale, nature, system of proportions of the surrounding historic group of constructions and respective traditional materials shall be preserved;

7.5.2. construction of buildings, whose outer dimensions or construction volume is in direct contrast with the volumes of historic buildings, shall not be permitted;

7.5.3. construction of new buildings in Citadele shall be permitted only if the silhouette of Old Rīga is not blocked when viewed from the Daugava River;

7.5.4. [22 January 2008];

7.6. Rīgas centra perifērija [periphery of the Rīga Centre] (Part No. 6):

7.6.1. in designing new build up among culturally and historically unique, very valuable and valuable buildings, the scale of the historic build up and the traditional spatial landscape of streets and squares shall be preserved in the city environment. The height of new build up in each particular case shall be determined by the spatial analysis of the street landscape. The height shall be co-ordinated by the State Inspection for Heritage Protection and the Riga City Building Directorate;

7.6.2. the construction of buildings, whose outer dimensions or construction volume are in direct contrast with the volumes of historic buildings, shall not be permitted;

7.6.3. in designing a new group of constructions the scale, nature, system of proportions of the surrounding historic group of constructions and respective traditional materials shall be preserved;

7.7. Ķīpsalas vēsturiskā daļa [historic part of Ķīpsala] (Part No. 7):

7.7.1. construction of buildings, whose outer dimensions or construction volume are in direct contrast with the volumes of historic buildings, shall not be permitted;

7.7.2. in designing buildings under construction which are higher than two stories, the heights thereof shall be specified in each particular case by performing spatial analysis of the surrounding city environment. The height shall be co-ordinated by the State Inspection for Heritage Protection and the Riga City Building Directorate;

7.7.3. in reconstructing the existing build up changes in the form of the historic roof, which do not conform to the architectonic style of the building or reduces the quality of the landscape of roofs, shall not be permitted;

7.7.4. the greenery and public access to the Daugava River shall be preserved and supplemented;

7.8. Andrejsala-Pētersala-Citadeles rietumu daļa [Andrejsala [island]-Pētersala [island]-western part of the Citadel (Part No. 8):

7.8.1. construction of new buildings shall be permitted only if the silhouette of Old Rīga is not blocked when viewed from the Daugava River and public access to the Daugava River is preserved;

7.8.2. the network of public spaces shall be connected to Viesturdārzs [park] and access to the Daugava River shall be ensured;

7.9. Daugavas salas [Daugava islands]: Ķīpsala [island] (except the historic part), Klīversala [island] and Mūkusala [island], the end of Lucavsala [island] and the end of Zaķusala [island] which are part of the zone of protection thereof (Part No. 9):

7.9.1. construction of new buildings shall only be permitted if a system of public space is created and a possibility to see the Old Rīga panorama from public sight points is ensured;

7.9.2. the build up accents shall be permitted in separate places further away from the centre in conformity with the detailed plan but shall not be higher than 121 m;

7.10. city grazing land (Part No. 10):

7.10.1. construction of new buildings shall only be permitted according to the local plan;

7.10.2. the height of the build up may be increased in separate places away from the centre if it does not influence the visual perception of the Old Rīga panorama;

7.11. the Daugava River and both embankments of the river, including the shore of Āgenskalna līcis [bay], shores of Zaķusala [island], Andrejsala [island], Ķīpsala [island], Klīversala [island], Mūkusala [island], and Lucavsala [island] (Part No. 11):

7.11.1. shall be preserved without any constructions as a public space, except for the case where a Cabinet decision regarding the construction of a building of national interest has been adopted;

7.11.2. when creating the common space along the embankment, water constructions which are necessary for the operation of the aquatorium, and demountable buildings (ship, boat berths, cafes) which promote the use of this body of water, shall be permitted;

7.11.3. stationary construction which is related to shipping is permitted in Andrejosta [port].

8. In order to protect cultural heritage, in addition to the requirements specified in Paragraph 4 of this Regulation, the following requirements shall be observed:

8.1. in Parts No. 1, 2, 3, 4, and 5, prior to the commencement of the work or during the work, archaeological research shall be ensured, if in the course of construction exposure of the archaeological cultural layer or the existence of archaeological evidence is expected;

8.2. in Parts No. 1, 2, 3, 4, 5, 6, and 7, the documentation of a new building or territory development project shall be accompanied by the development analysis of the relevant territory;

8.3. in Parts No. 1, 2, 3, and 7, dismantling of the historic features (flag holders, weather vanes, memorials, information and other signs) is only permitted only with permission of the State Inspection for Heritage Protection;

8.4. in Parts No. 1, 2, 3, 4, 5, and 7 it is prohibited to:

8.4.1. replace the original outer doors and windows, except in cases where the practical preservation thereof is not possible or they are not visible from the public space. If the original outer doors or windows have already been replaced with doors or windows which do not correspond with the style of the building, upon subsequent co-ordination with the State Inspection for Heritage Protection, replacement with new outer doors or windows which comply with the division, form and details corresponding to the style of the relevant building is permitted;

8.4.2. cover window and door openings with opaque blinds (except window and door openings in buildings in which such blinds have already been located since 1940);

8.4.3. install telecommunication equipment or digital code locks in the original door wings. They shall be installed in walls without damaging the decorative finish of the building;

8.4.4. change roofing with the materials uncharacteristic to the building period thereof for the unique, very valuable and valuable buildings;

8.4.5. arrange such technical installations (ventilation installations, telecommunications, satellite television antennas) and advertisements on buildings which change the silhouette of the building or interfere with the perception of cultural and historic values;

8.5. in Parts No. 1, 2, 3, 4, 5, and 11 (in the territory of the right coast of the River Daugava between Dzelzceļa tilts [bridge] and Vanšu tilts [bridge]) modification of the public outdoor space in relation to public events is prohibited, mounting structures that, in terms of scale, form and appearance dominating in the environment, do not correspond to the context of the cultural and historical environment and that damage the cultural and historical values of the historic centre of Rīga or have a negative impact on the cultural and historical environment, hindering the perception of cultural and historical values.

9. Building and structure reconstruction, restoration and development projects in the historic centre of Rīga and the zones of protection thereof shall be implemented in conformity with the requirements referred to in laws and regulations and Paragraphs 4, 5, 6, 7, and 8 of this Regulation, as well co-ordinating the project and receiving a permit at the State Inspection for Heritage Protection in the following cases:

9.1. if there is to be modification of a cultural monument included in the list of State protected cultural monuments;

9.2. if there is to be modification of building facades or roofs in Parts No. 1, 2, 3, 4, 5, 6, and 7;

9.3. if new buildings in Parts No. 1, 2, 3, 4, 5, 6, 7, and 11 are planned;

9.4. if new buildings are planned in relation to Parts No. 8, 9, and 10, where the height of the main cornice exceeds 21.3 metres;

9.5. if there are to be new buildings specified in Parts No. 8, 9, 10, and 11, where the height exceeds 24 metres or the building area exceeds 3000 m2;

9.6. if development projects in Parts No. 1, 2, 3, 4, 5, 6, and 7 provide for modification of cross-sections of streets, squares, and yards and replacement of the cover material thereof, and erection of other stationary elements of territory improvement or architectural forms.

9.1 Modification of the public outdoor space related to public events in Parts No. 1, 2, 3, 4, 5, and 11 (in the territory of the right coast of the River Daugava between Dzelzceļa tilts [bridge] and Vanšu tilts [bridge]) shall be implemented in conformity with the requirements referred to in Sub-paragraph 8.5 of this Regulation and the cases referred to in Sub-paragraph 3.1.6 of this Regulation, if a favourable statement of the State Inspection for Heritage Protection has been received. An opinion on the short-term transformation (up to five years) of the abovementioned public outdoor space shall be provided by the institution responsible for the protection of cultural monuments of the Riga municipality, but, if there is none, by the State Inspection for Heritage Protection. The relevant institution shall provide the opinion within four working days.

10. The State Inspection for Heritage Protection, if necessary, shall submit to the Cabinet a report on the risk factors and priority measures for the protection of the historic centre of Rīga and the zones of protection thereof.

11. If buildings are to be torn down or parts thereof are to be dismantled, the culturally and historically valuable parts of buildings shall be preserved in the object. If that is not possible, the owner of the building shall move them according to instructions from the State Inspection for Heritage Protection in order to use them in the restoration of other objects.

12. The State Inspection for Heritage Protection shall:

12.1. in consultation with the World Heritage Committee of the United Nations Educational, Scientific and Cultural Organisation (hereinafter - UNESCO) develop the criteria for the significant modifications of the historic centre of Riga and the zone of protection thereof;

12.2. in consultation with the Latvian National Commission for UNESCO, determine the cultural and historic values of the historic centre of Riga which are to be preserved and are authentic;

12.3. upon initiative of the owner or possessor of the building, in co-ordination with the Riga City Building Directorate and, if necessary, in consultation with the Council for Preservation and Development of the historic centre of Riga, determine the cultural and historic value of the buildings (constructions and separate elements thereof) according to the following levels of value:

12.3.1. culturally and historically unique buildings;

12.3.2. culturally and historically very valuable buildings;

12.3.3. culturally and historically valuable buildings;

12.3.4. buildings of small cultural and historical value;

12.3.5. buildings without cultural and historic value;

12.3.6. buildings that degrade the environment.

13. The State Inspection for Heritage Protection and the Riga City Building Directorate shall evaluate the development and building reconstruction projects, taking into account the levels of cultural and historic value of buildings, structures and separate elements thereof. If a cultural and historic level of value for the building is not determined, it shall be specified in accordance with the Sub-paragraph 12.3 of this Regulation after receipt of the relevant building application or the concept thereof, extending examination of the building application for the time period necessary for evaluation in accordance with the procedures specified in the Administrative Procedure Law.

14. Sub-paragraphs 6.3 and 6.4 of this Regulation shall not be applicable to such rebuilding (reconstruction), restoration and development projects of buildings and constructions for the implementation of which the permit of the State Inspection for Heritage Protection has been received until the date of coming into force of Sub-paragraphs 6.3 and 6.4 of this Regulation.

15. For the rebuilding (reconstruction), restoration and development projects of buildings and constructions the implementation of which is co-ordinated with the State Inspection for Heritage Protection until the date of coming into force of this Regulation or the permit of the State Inspection for Heritage Protection for the performance of the relevant activities has been received, such requirements of the laws and regulations which were in force on the date of co-ordination of the project or of the receipt of the permit shall be applied.

16. The Riga City Council shall ensure co-ordination of the spatial plan of historic centre of Rīga with the amendments to this Regulation which provide substitution of the words jūgendstila centrs [Art Nouveau centre] with words Rīgas vēsturiskā centra kodols [the Core of Historic Centre of Rīga] in Sub-paragraph 7.3 within a year from coming into force of the amendments to this Regulation.

Description of Boundaries of the Division of the Historic Centre of Rīga and its Protection Zone in Conformity with the Preservation Regime

1. Vecrīga [Old Rīga] (Part No. 1) - the axial line of the following streets forms the boundaries: K.Valdemāra iela [street], Basteja bulvāris [boulevard], Aspazijas bulvāris [boulevard], 13.

2. Bulvāru loks [semi-circle of boulevards] (Part No. 2) - the axial line of the following streets forms the boundaries: K.Valdemāra iela [street], Basteja bulvāris [boulevard], Aspazijas bulvāris [boulevard], 13.Janvāra iela [street], 11.Novembra krastmala [street], Krasta iela [street], Centrāltirgus iela [street], southern slope of the railway, flyover of Gogoļa iela [street], Stacijas laukums [square], Satekles iela [street], Elizabetes iela [street], Eksporta iela [street], the green belt of the city canal and Citadeles iela [street].

3. The core of the historic centre of Riga (Part No. 3) - the axial line of the following streets forms the boundaries: Elizabetes iela [street], Eksporta iela [street], Hanzas iela [street], Pulkveža Brieža iela [street], Mednieku iela [street], Dzirnavu iela [street], Zaļā iela [street], E.Melngaiļa iela [street], K.Valdemāra iela [street], Bruņinieku iela [street], Brīvības iela [street], Matīsa iela [street], A.Čaka iela [street], Ģertrūdes iela [street], Avotu iela [street], Lāčplēša iela [street] and E.Birznieka-Upīša iela [street].

4. Centrāltirgus [Central Market] (Part No. 4) - the axial line of the following streets forms the boundaries: Krasta iela [street], Centrāltirgus iela [street], southern slope of the railway, Gogoļa iela [street] and Turgeņeva iela [street].

5. Rīgas vēsturiskā centra kodola ārējās daļas [external parts of the Core of Historic Centre of Rīga] (part No. 5) - shall consist of three parts which are formed by the axial line of the following streets:

5.1. for the first part - K.Valdemāra iela [street], Palīdzības iela [street], A.Briāna iela [street], Tallinas iela [street], A.Čaka iela [street], Matīsa iela [street], Avotu iela [street], Ģertrūdes iela [street], A.Čaka iela [street], Matīsa iela [street], Brīvības iela [street] and Bruņinieku iela [street];

5.2. for the second part - Pulkveža Brieža iela [street], Mednieku iela [street], Dzirnavu iela [street], Zaļā iela [street], E.Melngaiļa iela [street], Strēlnieku iela [street], Hanzas iela [street];

5.3. for the third part - K.Valdemāra iela [street], Kronvalda bulvāris [street], Citadeles iela [street], Muitas iela [street], Eksporta iela [street].

6. Rīgas centra perifērija [periphery of the Rīga Centre] (Part No. 6) - shall consist of two parts the boundaries of which are formed by the axial line of the following streets:

6.1. for the first part - Hanzas iela [street], Eksporta iela [street], Pētersalas iela [street] and Pulkveža Brieža iela [street];

6.2. for the second part - E.Melngaiļa iela [street], K.Valdemāra iela [street], Palīdzības iela [street], A.Briāna iela [street], Tallinas iela [street], A.Čaka iela [street], Matīsa iela [street], Avotu iela [street], Lāčplēša iela [street], E.Birznieka-Upīša iela [street], Elizabetes iela [street], Satekles iela [street], Marijas iela [street], Gogoļa iela [street], Turgeņeva iela [street], Maskavas iela [street], Lāčplēša iela [street], railway semi-circle, Duntes iela [street], Skanstes iela [street], Vesetas iela [street] and the extension of its axis to E.Melngaiļa iela [street].

7. Ķīpsalas vēsturiskā daļa [historic part of Ķīpsala] (Part No. 7) - the axial line of the following streets forms the boundaries: Loču iela [street], Zunds [sound], Enkura iela [street], Zvejnieku iela [street], Ķīpsalas iela [street], Āzenes iela [street] and Balasta dambis [street].

8. Andrejsala-Pētersala-Citadeles rietumu daļa [Andrejsala [island]-Pētersala [island]-western part of the Citadel] (Part No. 8) - shall consist of two parts the boundaries of which are formed by the axial line of the following streets:

8.1. for the first part - Muitas iela [street], Citadeles iela [street], green belt of the city canal and Eksporta iela [street];

8.2. for the second part - Pētersalas iela [street], railway line of the Rīga Goods Station, Rīga Goods Station, port railway line, Lugažu iela [street], Eksporta iela [street] and Andrejsala [island].

9. Daugavas salas [Daugava islands]: Ķīpsala [island] (except the historic part), Klīversala [island] and Mūkusala [island], the end of Lucavsala [island] and the end of Zaķusala [island], which are part of the protection zone (Part No. 9) - shall consist of five parts the boundaries of which are formed by the axial line of the following streets:

9.1. for the first part - Loču iela [street], Zunds [sound] and the Daugava River;

9.2. for the second part - Enkura iela [street], Zvejnieku iela [street], Ķīpsalas iela [street], Āzenes iela [street], Balasta dambis [street] and its extension to Āgenskalna līcis [bay], Āzene [sound] and Zunds [sound];

9.3. for the third part - Āgenskalna līcis [bay], Raņķa dambis [street] and its extension to the railway flyover of Jelgavas iela [street], Jelgavas iela [street], Bieķensalas iela [street], Mūkusalas iela [street], Kuģu iela [street] and its extension to Āgenskalna līcis [bay];

9.4. for the fourth part - part of Lucavsala [island] to north-west from Salu tilts [bridge];

9.5. for the fifth part - part of Zaķusala [island] 700 m to north-west from Salu tilts [bridge].

10. City pasture land (Part No. 10) - the axial line of the following streets forms the boundaries: railway line of the Rīga Goods Station, Rīga Goods Station, railway circle, Duntes iela [street], Skanstes iela [street], Vesetas iela [street] and the extension of its axis to E.Melngaiļa iela [street], E.Melngaiļa iela [street], Hanzas iela [street] and Pulkveža Brieža iela [street].

11. The Daugava River and both embankments of the river, including the shore of Āgenskalna līcis [bay], shores of Zaķusala [island], Andrejsala [island], Ķīpsala [island], Klīversala [island], Mūkusala [island] and Lucavsala [island] (Part No. 11) - the boundaries are formed by traffic lanes of streets and greenery in the towpath.

Note. If a boundary of a territory in the description is determined along the axial line of a street, the boundaries of the relevant territory shall include the group of constructions on the side of this territory and the street area to the street centre line.
