By-law of the Latvian National Sports CouncilIssued pursuant
to 1. The Latvian National Sports Council (hereinafter - the Council) is a public consultative institution which participates in the development of the State sports policy, facilitates sports development and co-operation in the field of sports, as well as the taking of decisions regarding matters related to sports. 2. The Council shall carry out the tasks prescribed in Section 9, Paragraph three of the Sports Law. 3. The Council shall have the following rights: 3.1. to require and to receive information necessary for the work of the Council from State and local government institutions, sports federations and sports clubs; and 3.2. to establish advisory commissions and working groups and to invite experts for the analysing and solving of matters related to sport. 4. The composition and the Chair of the Council shall be approved by the Cabinet. 5. The Council shall elect a Deputy Chair of the Council from amongst the members thereof by secret ballot by a majority vote. 6. The Chair of the Council shall: 6.1. plan and organise the work of the Council; 6.2. approve the agenda of Council meetings and ensure the examination of intended issues; 6.3. convene and chair meetings of the Council; and 6.4. represent the Council on issues within the competence thereof without a special authorisation. [30 May 2006] 7. During the absence of the Chair, his or her duties shall be performed by the Deputy Chair of the Council. 8. A member of the Council may not entrust the performance of his or her duties to another person. 9. A member of the Council is entitled to require the convocation of a Council meeting, and the Chair of the Council shall convene a meeting within one month from the receipt of the request. 10. The Council shall have a quorum if not less than half of the members of the Council participate in a meeting thereof. 11. The Council shall take decisions by a simple majority vote. In the event of a tied vote, the vote of the Chair of the Council shall be the deciding vote. 12. Council meetings shall take place not less than once every two months. The meetings of the Council shall be open to the public. 12.1 The Secretariat of the Council shall electronically send the Council Members an invitation to a meeting and the agenda of the meeting at least seven working days before the Council meeting. The meetings of the Council shall be recorded in the minutes and the decisions of the Council shall be recorded in the minutes. 13.1 The Secretariat of the Council shall send the draft minutes of the meeting to all Council Members in electronic format within ten working days after the Council meeting. [30 May 2006] 14. Minutes of the Council meetings shall be signed by the Chair of the Council, but during his or her absence - by the Deputy Chair of the Council. 15. The performance of the duties of the Secretariat of the Council shall be ensured by the Ministry of Education and Science. [30 May 2006; 3 March 2008] Prime Minister E.
