Regulations regarding the Descent of Parachutists and the Procedures for the Issuance of a Permit for the Descent of Parachutists

Section 30, Paragraph two and
Section 40, Paragraph two
of the Law On Aviation

I. General Provisions

1. These Regulations prescribe the procedures, by which parachutists are descended from a civil aviation aircraft, and the procedures for the issuance of a permit for the descent of parachutists.

2. Terms used in these Regulations:

2.1. training parachute - a parachute with a system ensuring forced deployment thereof with the help of a ripcord or stabilising parachute;

2.2. manual - a document that contains detailed information regarding how a merchant or an association prepares parachutists, as well as organises and performs the descent of parachutists.

3. These Regulations shall not apply to:

3.1. persons who parachute from an aircraft, which is endangered or is in danger;

3.2. persons who participate in search and rescue activities; and

3.3. military persons who parachute from a military aircraft in performing the duties of office.

4. Parachutists shall be divided into the following groups:

4.1. instructor - a person who prepares and trains the parachutists referred to in Sub-paragraphs 4.2, 4.3 and 4.4 of these Regulations;

4.2. sportsperson - a person who participates in parachuting competitions;

4.3. student - a person who learns to parachute; and

4.4. amateur - a person to whom parachute jumping is a pastime.

II. Requirements for Descent of Parachutists

5. A merchant or an association may organise the descent of sportspersons, students and amateurs if the following requirements are met:

5.1. a permit of the State Agency "Civilās aviācijas aģentūra" [Civil Aviation Agency] (hereinafter - Civil Aviation Agency) has been received;

5.2. compulsory insurance pursuant to the requirements of Section 111 of the Law On Aviation is arranged;

5.3. a manual on the descent of parachutists is approved at the Civil Aviation Agency (Annex 1). The manual shall allow easy making of amendments, and it shall include a system for registration of actual pages and corrections. The manual shall be submitted concurrently with the application referred to in Paragraph 7 of these Regulations;

5.4. the following responsible persons are appointed:

5.4.1. a senior instructor - a person who supervises the work of all instructors;

5.4.2. a conductor of jumps - a person who conducts the descent of parachutists from land;

5.4.3. a responsible instructor aboard an aircraft - a person who is responsible for the letting out of parachutists from an aircraft; and

5.4.4. a responsible technical instructor - a person who is responsible for the technical condition of the parachutes to be used in the descent and ensures the assembling, technical maintenance and storage of such parachutes.

6. Persons who have appropriate qualification shall be appointed to the positions referred to in Sub-paragraph 5.4 of these Regulations.

7. In order to receive a permit, a merchant or an association (hereinafter - applicant) shall submit an application to the Civil Aviation Agency (Annex 2). The following documents shall be appended to the application:

7.1. the scheme of the territory of an enclosed area for the descent of parachutists;

7.2. a contract (a copy) with an operator of an aerodrome above whose aerodrome a descent of parachutists is planned (where such contract has been entered into);

7.3. a contract (a copy) with the land owner above whose plot of land a descent of parachutists is planned (where such a contract has been entered into) and a copy of a document confirming the land ownership rights;

7.4. a contract (a copy) with an owner or an operator of an aircraft regarding rental of the aircraft for a descent of parachutists if the applicant is not the operator of the aircraft; and

7.5. copies of documents confirming qualification of the persons appointed to the positions referred to in Sub-paragraph 5.4 of these Regulations.

8. If the contract referred to in Sub-paragraph 7.4 of these Regulations has been entered into with an owner or an operator of an aircraft whose state of basic activities or of residence is not the Republic of Latvia, an applicant shall submit copies of the following documents in addition:

8.1. a certificate of the aircraft operator (where such exists) or a document equal thereto, which has been issued by a competent aviation authority of another state;

8.2. an aircraft registration certificate;

8.3. an aircraft airworthiness certificate; and

8.4. a flight operations manual of the aircraft to be used for a descent of parachutists.

9. If the organiser of a descent submits copies of documents, they shall be confirmed in accordance with the procedures specified in the regulatory enactments regarding the development and drawing up of documents or the original of the document shall be presented.

10. In order to take a decision regarding the issuance of a permit, the Civil Aviation Agency shall obtain from the Register of Enterprises certified copies of the following documents in accordance with the regulatory enactments regulating the administrative procedure:

10.1. a registration certificate of the applicant;

10.2. a decision regarding entering of the applicant in a commercial register or a register of associations and foundations; and

10.3. statutes of the applicant.

11. An applicant has the right to submit the documents referred to in Paragraph 10 of these Regulations to the Civil Aviation Agency in person if the requirements specified in Paragraph 9 of these Regulations are complied with.

12. Documents for the receipt of a permit shall be submitted in the official language, except for the documentation developed by a designer and a manufacturer of an aircraft. The translation of documents shall be confirmed in accordance with the procedures specified in the regulatory enactments regulating lawfulness of documents and translations thereof.

13. In examining information indicated in the submitted documents, as well as in practically verifying the adequacy and competence of an applicant for a descent of parachutists, the Civil Aviation Agency shall invite representatives of the Latvian Aero Club (an aviation sports federation recognised in accordance with the procedures specified in the regulatory enactments of the Republic of Latvia) as experts.

14. The Civil Aviation Agency shall take a decision regarding the issuance of a permit or a refusal to issue a permit in the time period specified in the regulatory enactments regulating the administrative procedure. In taking a decision, the Civil Aviation Agency shall also evaluate the compliance of the manual with the security and safety requirements of civil aviation. A permit shall be issued only if the manual complies with the referred to requirements. In issuing the permit, the manual shall be regarded as approved.

15. The Civil Aviation Agency shall take a decision regarding refusal to issue a permit if:

15.1. information specified in the application does not comply with the requirements of these Regulations or all the necessary documents have not been appended to the application and the applicant has not submitted all the necessary documents and information pursuant to the requirements of these Regulations within a time period of 30 days after the request of the Civil Aviation Agency;

15.2. the applicant has provided false or misleading information;

15.3. the applicant does not have at his or her disposal all the devices or equipment specified in the manual or the manual does not otherwise comply with the security or safety requirements of civil aviation; or

15.4. if instructors appointed to the positions referred to in Sub-paragraph 5.4 of these Regulations do not meet the requirements of Paragraph 6 of these Regulations.

16. The Civil Aviation Agency shall notify an applicant regarding taking of a decision in writing within a time period of three working days after taking thereof.

17. An applicant has the right to re-submit documents for the receipt of a permit after elimination of the reasons for refusal indicated by the Civil Aviation Agency in accordance with the procedures specified in these Regulations.

18. The Civil Aviation Agency shall issue a permit for an unlimited period of time.

19. A merchant or an association, which has received a permit (hereinafter - holder of the permit), shall submit an annual report on activities to the Civil Aviation Agency by 1 December of the current year, indicating:

19.1. how many training parachutes are owned or used by it and the procedures for the technical maintenance thereof;

19.2. how many parachutists have been trained and descended (according to the groups of parachutists); and

19.3. how many and what incidents or accidents that are related to the descent of parachutists have taken place.

20. If a holder of the permit makes amendments to the documents referred to in Paragraph 7 or 8 of these Regulations or extends the period of validity thereof, the Civil Aviation Agency shall be informed about it without delay and copies of the documents, which confirm the relevant amendments, shall be submitted thereto.

21. The Civil Aviation Agency shall cancel a permit in the following cases:

21.1. it has been detected that false information, which causes substantial threats to the security or safety of civil aviation, has been provided in an application or documents appended thereto;

21.2. a holder of the permit has not submitted the annual report referred to in Paragraph 19 of these Regulations in the specified period of time; or

21.3. violations of these Regulations and other regulatory enactments regulating aviation, which cause substantial threats to the security or safety of civil aviation (for example, persons who do not meet the requirements referred to in Paragraph 6 of these Regulations have been appointed to the positions referred to in Sub-paragraph 5.4 of these Regulations), have been detected in activities of a holder of the permit. If the permit is cancelled, the manual shall be regarded as non-approved.

III. Rights and Duties of a Holder of the Permit

22. A holder of the permit has the following duties:

22.1. to comply with the requirements of these Regulations and other legal enactments of the Republic of Latvia and international legal enactments in relation to the descent of parachutists;

22.2. to inform the Civil Aviation Agency regarding the extension, termination or making of amendments to the contract referred to in Sub-paragraphs 7.3 and 7.4 of these Regulations and to submit copies of documents, which confirm such changes;

22.3. to co-ordinate any amendments to the manual with the Civil Aviation Agency;

22.4. to prohibit training of parachutists (sportspersons, students, amateurs) if an instructor does not have a valid document attesting his or her qualification;

22.5. to ensure training of parachutists in accordance with a training programme of parachutists developed by the holder of the permit and approved by the Civil Aviation Agency;

22.6. to ensure preparation of parachutists for a descent and to ensure the descent in accordance with the process and procedures specified in the manual;

22.7. to ensure that the manual is available to any person who is involved in a descent of parachutists;

22.8. to ensure that the following fire-fighting and rescue inventory, which is placed on a car, is available during a descent of parachutists:

22.8.1. a fire extinguisher;

22.8.2. an axe;

22.8.3. bolt cutters (61 cm);

22.8.4. a crowbar (1 m);

22.8.5. a fire-resistant blanket;

22.8.6. fire-resistant gloves (two pairs);

22.8.7. a kit of medical materials necessary for the provision of first aid; and

22.8.8. a stretcher with a blanket.

IV. Descent of Parachutists

23. A person who has reached 18 years of age may be descended. A person who has reached 16 years of age shall be descended only if a written permission of parents, guardians or, in cases specified in the Law, of an Orphan's Court has been received.

24. The requirements of Paragraph 23 of these Regulations shall not apply to tandem parachuting (parachuting, during which a student or an amateur is strapped to the instructor and both persons jump using one parachute). A person who has an appropriate qualification may be the instructor of tandem parachuting.

25. Prior to a descent, a parachutist, as well as parents or guardians in relation to persons who have not reached 16 years of age, shall present to the conductor of jumps a health declaration approved by the family doctor certifying that the health condition of the parachutist is adequate for the performance of the planned jump. If the instructor is having doubts regarding the adequacy of the parachutist's health condition, he or she shall not conduct the descent of the parachutist.

26. A holder of the permit shall ensure that instructors who have an appropriate qualification shall train students and amateurs for the descent.

27. A parachutist may be descended if the main parachute thereof is in running order and it has a reserve parachute by the joint belt system. A holder of the permit shall be responsible that:

27.1. only parachutes, which are certified in the manufacturing state and recognised by the Civil Aviation Agency, are used pursuant to the instruction appended thereto for a descent of parachutists;

27.2. the parachute to be used for a descent of parachutists is inspected and assembled pursuant to the instruction of the relevant parachute; and

27.3. the instructor assembles the parachutes to be used for a descent of amateurs and students. Students may assemble a parachute only under supervision of the instructor.

28. A training parachute, which is opened with the help of a ripcord, shall be used for a descent of amateurs. A training parachute, which is opened with the help of a stabilising parachute, shall be used for a descent of amateurs if the main parachute and the reserve parachute attached thereto is equipped with a supplementary device, which ensures automatic deployment of the parachute at a specific height.

29. It is prohibited to change the assemblage and the construction of a parachute or to transform it without co-ordination with the manufacturer of the relevant parachute.

30. It is allowed to descend students and amateurs for a jump only in adequate clothing, sports footwear and helmet.

31. Prior to going aboard an aircraft, the instructor shall repeatedly inspect all the inventory of the parachutists.

32. Before parachutists go aboard an aircraft, a conductor of jumps shall fill in and sign a list of the participants of the descent flight (hereinafter - manifest) in two copies (Annex 3). All persons who are aboard the aircraft shall be entered into the manifest. One copy of the manifest shall be given to the pilot-in-command, and he or she shall sign it at the end of the flight. The second copy of the manifest shall remain with the conductor of jumps. A holder of the permit shall register the manifest and keep both copies of the manifest together for at least three years.

33. Parachutists shall be descended in an enclosed area of the air space, which has been established and activated in accordance with the regulatory enactments regarding the structure of the air space of the Republic of Latvia and the procedures for changing thereof, complying with the exploitation process thereof.

34. Prior to the planned descent of parachutists, a holder of the permit shall co-ordinate the utilisation of the enclosed area of the air space with the State joint stock company "Latvijas gaisa satiksme" [Latvian Air Traffic].

35. If it is planned to descend parachutists in a territory, above which an enclosed area has not been specified, a holder of the permit shall receive a permit for the utilisation of the air space in accordance with the regulatory enactments of the Republic of Latvia regarding the structure of the air space. In taking a decision regarding the issuance or refusal to issue such permit, the Civil Aviation Agency shall evaluate each individual case, taking into account the security and safety requirements of civil aviation.

36. The landing field of parachutists shall be a territory without obstacles (a territory, in which buildings, high voltage lines or other obstacles that may endanger the safe landing of a parachutist are not located), the radius of which is at least 250 metres. The landing field shall be on border with a territory without obstacles, which may be used as a reserve landing field, from at least three sides.

37. If a water reservoir is situated at a distance of 1 200 metres from the centre of the landing field of parachutists or if the water reservoir is situated further, but, taking into account weather conditions, it is possible that the parachutist may reach the water reservoir, parachutists shall wear a life jacket. A holder of the permit shall ensure that a lifeboat is prepared for work on the bank of the water reservoir during the descent of parachutists.

38. The following aircraft shall be used for a descent of parachutists:

38.1. in the flight operations manual of which or in an annex thereof approved by the Civil Aviation Agency it is specified that parachutists may be descended therefrom;

38.2. which has a valid aircraft registration certificate, aircraft airworthiness certificate and the compulsory insurance policies referred to in Section 111 of the Law On Aviation; and

38.3. in which there are kits of medical materials necessary for the provision of first aid according to the number of persons aboard the aircraft and one fire extinguisher in each passenger space and crew cabin.

39. An aircraft shall perform a flight for the descent of parachutists in accordance with the requirements for visual flights specified in Annex 2 to the Convention On International Civil Aviation of 7 December 1944.

40. A flight with an aircraft for the descent of parachutists shall be performed by a pilot:

40.1. who has a certificate of a commercial pilot or private pilot, which has been issued by the Civil Aviation Agency or by a competent aviation authority of another state recognised in accordance with the procedures specified in the regulatory enactments of the Republic of Latvia regarding recognition of documents of civil aviation personnel;

40.2. who has acquired a training programme for the descent of parachutists from the relevant type of aircraft and has been instructed regarding the procedures for the descent of parachutists;

40.3. whose total flight time in the status of the pilot-in-command is not less than 100 hours and the flight time in the status of the pilot-in-command of the relevant aircraft type:

40.3.1. is 10 hours if the total flight time in the status of the pilot-in-command is from 100 to 150 hours;

40.3.2. is 5 hours if the total flight time in the status of the pilot-in-command is from 151 to 250 hours; or

40.3.3. is only a test flight if the total flight time in the status of the pilot-in-command is more than 250 hours; and

40.4. who has performed not less than three take-offs and landings with the aircraft, which is planned to be used in the descent of parachutists, during the last 90 days.

41. The following persons shall be aboard an aircraft during a descent flight of parachutists:

41.1. parachutists with parachutes for the performance of jumps;

41.2. the responsible instructor;

41.3. the instructor who trained students or amateurs; and

41.4. an inspector of the Civil Aviation Agency who inspects the procedures for the descent of parachutists.

42. A pilot-in-command has a duty:

42.1. to verify whether the number of persons indicated in the manifest of participants of the descent flight corresponds to the actual number of persons aboard the aircraft;

42.2. to verify whether the responsible instructor is aboard the aircraft; and

42.3. to inform a traffic manager of the air traffic control service regarding commencement and termination of a flight.

43. A holder of the permit shall ensure mutual radio communications between the aircraft and the conductor of jumps. If operation of radio communications is interfered, the holder of the permit shall ensure communications using visual means.

44. Prior to a descent flight of parachutists, a pilot-in-command shall receive and evaluate meteorological information of aviation in accordance with the procedures specified in the regulatory enactments of the Republic of Latvia regarding meteorological information of aviation, including precise information regarding the wind direction and velocity near the land and up to the height of 600 metres.

45. Descent of parachutists is prohibited if the wind velocity near the land exceeds:

45.1. 5 metres per second if an amateur or a student with a non-steerable round parachute is descended;

45.2. 7.5 metres per second if a student with a steerable parachute is descended; or

45.3. 10 metres per second if a sportsperson or parachutists in tandem are descended.

46. The minimum height for a complete deployment of the main parachute shall be 600 metres above the ground, except for:

46.1. tandem parachutists, to whom the minimum height for a complete deployment of the main parachute shall be 1 500 metres above the ground; and

46.2. students who are descended with a steerable parachute and to whom the minimum height for a complete deployment of the main parachute shall be 900 metres above the ground.

47. It is prohibited to descend parachutists:

47.1. in clouds or above them if the landing field is not clearly visible;

47.2. from the height of more than 4 000 metres if the parachutists are not equipped with special oxygen equipment; or

47.3. if a parachutist is under the influence of alcoholic, narcotic, psychotropic, toxic or other intoxicating substances or medicinal products, which reduce the reaction rate and concentration.

48. It is prohibited to descend a parachutist with a parachute, if the reserve parachute is not equipped with a barometric device, which ensures an automatic deployment of a student's or amateur's parachute at a height of 300 metres above the ground and an automatic deployment of a parachute of tandem parachutists at a height of 300 metres above the ground.

Information to be Included in the Manual for the Descent of Parachutists

1. Management and monitoring:

1.1. competence of the managing personnel involved in the descent of parachutists, accurately specifying the duties and responsibility. Duties of the main instructor, the conductor of jumps, the responsible instructor aboard the aircraft and the responsible technical instructor;

1.2. general conditions for operation and training of the holder of the permit;

1.3. responsibility of the main instructor, the conductor of jumps, the responsible instructor aboard the aircraft and the responsible technical instructor appointed by the holder of the permit in relation to the compliance of the requirements of these Regulations, instructing and insurance thereof; and

1.4. monitoring of activities on land (competence of the main instructor or a person appointed by him or her, competence of the responsible instructor aboard the aircraft, examination and instructing of parachutists, control of the enclosed area, provision of first aid, filling in of the manifest, safety conditions on land).

2. Detailed information regarding parachutist groups to be descended. If training of amateurs and students (including tandem parachutists) is planned, the training scheme of each parachutist of the group in progressing order shall be described (for example, standard basic training, accelerated training for jumps with a delayed deployment of the parachute in jumping together with the instructor, tandem).

3. Classification and qualification of instructors:

3.1. qualification of the main instructor, the conductor of jumps, the responsible instructor aboard the aircraft and the responsible technical instructor; and

3.2. qualification of other instructors.

4. Training and instructing of parachutists:

4.1. a training programme for training on land, including standard activities and procedures in emergency situations; and

4.2. information regarding the necessary qualification of instructors in each stage of the training of parachutists.

5. Documentation (documents of the aircraft, training registers of parachutists, inspection, maintenance, repair of assembling of parachutes and other inventory, the time of activation of the descent area and termination of work, the terms for the storage of records).

6. Information regarding the descent inventory of parachutists and the procedures for utilisation thereof:

6.1. general information regarding parachutes, conditions for assembling of parachutes and responsibility of the personnel;

6.2. inventory for the descent of amateurs;

6.3. inventory for the descent of students;

6.4. clothing (helmets, footwear, attire) and equipment of parachutists, suitability thereof for the type of jump and experience of the jumper;

6.5. measuring instruments - altimeter, height alarm sound devices;

6.6. radio communications, visual means of communication and signals (qualification of personnel, management of the descent area - aircraft, frequency);

6.7. automatic safety mechanisms (utilisation requirements, maintenance conditions);

6.8. supplementary equipment, including photo cameras and video cameras (fastening, qualification of the user);

6.9. assembling of parachutes:

6.9.1. qualification of assemblers of parachutes; and

6.9.2. registers of assembling of parachutes.

7. Information regarding the landing field of parachutists:

7.1. general information (co-ordinates of the landing field, reserve landing field, dimensions of the landing field, obstacles around the territory of the landing field);

7.2. co-ordinations, which are necessary for the utilisation of the landing field (permission of the owner or owners of land of the territory to be used); and

7.3. other requirements and conditions (billboard, fire-fighting and rescue inventory, proximity of water reservoirs, a photograph taken from air with marked obstacles, a weathervane).

8. Information regarding the restrictions in relation to the descent of parachutists:

8.1. wind velocity;

8.2. conditions, in which a descent of parachutists is prohibited;

8.3. parachute deployment height (minimum height above the relief when the parachute must be deployed);

8.4. the maximum descent height;

8.5. the number of parachutists during one flight; and

8.6. non-standard descent of parachutists (jumps from a large height, night jumps, jumps into water).

9. Information regarding the aircraft to be utilised:

9.1. the state of manufacture and year of manufacturing;

9.2. the name, serial number and type;

9.3. the State and registration mark;

9.4. the maximum take-off mass;

9.5. the aircraft documentation; and

9.6. the technical maintenance of the aircraft.

10. Information regarding safety measures and procedures:

10.1. procedures for embarkation and disembarkation from an aircraft (procedures, responsibility);

10.2. action in emergency cases during a flight of an aircraft;

10.3. parachute descent using a pullout ripcord;

10.4. safety measures during the free fall of a parachutist;

10.5. safety measures during landing (flight) with a deployed parachute; and

10.6. discipline (responsibility of the holder of the permit and all instructors, subordination of experienced parachutists to the senior instructor).

11. Information regarding the place and year of issuance and period of validity of the following documents:

11.1. the document confirming the qualification of personnel; and

11.2. the document confirming the qualification of responsible persons and participants of initial demonstrations.

12. Information regarding the procedures for the maintenance and keeping of the following registers:

12.1. a training register of students and amateurs;

12.2. a register of assembling, technical maintenance and repair of parachutes;

12.3. a register of incidents and accidents related to the descent of parachutists; and

12.4. a register of requesting and closing of the descent area.

13. Procedures for the provision of information and notifications to the Aviation Accident and Incident Investigation Bureau, the police, the Civil Aviation Agency, the federation.

14. Information regarding the procedure for preparation of the initial demonstration of parachutists, the equipment to be used and parachutists (given name, surname and qualification) who participate therein.

15. Information regarding the territory where training of students and amateurs parachutists is planned.

16. Information regarding persons (given name, surname, qualification, duties and responsibility, system of regular inspections), whom a holder of the permit has appointed to the following positions:

16.1. the senior instructor;

16.2. the responsible instructor aboard the aircraft; and

16.3. the responsible technical instructor.

17. Information regarding:

17.1. the procedures for activation and deactivation of the enclosed area;

17.2. the persons who have the right to allow and request a flight;

17.3. the procedures for examination of the necessary documents of parachutists (personal identification documents, written consent of parents or guardians, statement of a doctor);

17.4. the procedures for filling in and approval of the list (manifest) of participants of a descent flight;

17.5. the pre-flight inspection procedures;

17.6. the procedures for instruction;

17.7. the possible obstacles during the descent of parachutists;

17.8. the location of a lifeboat and the procedures for utilisation thereof;

17.9. the place where parachutists go aboard an aircraft;

17.10. the procedures for embarkation and disembarkation of parachutists in an aircraft; and

17.11. the procedures for notification regarding incidents and accidents.

18. Information, which a responsible person of an enclosed area shall provide during instruction:

18.1. distribution of duties;

18.2. means of transport in the enclosed area;

18.3. the procedures for the prevention of conflict situations;

18.4. communications and co-ordination with organisers of other local events;

18.5. radio frequencies and procedures to be used; and

18.6. the procedures to be performed in cases of incidents, accidents and emergency situations and the procedures for utilisation of the equipment necessary for the prevention of consequences.

19. Information, which the responsible instructor aboard the aircraft shall provide during instruction:

19.1. the mode and procedures of communication with the pilot-in-command and the pilot;

19.2. the mode and procedures of communication with the instructor who conducts the descent of parachutists from land;

19.3. duties during the take-off and flight of the aircraft;

19.4. opening and closing of the aircraft doors during the flight;

19.5. the procedures for jumping with a pullout ripcord; and

19.6. the procedures to be performed in cases of incidents, accidents and emergency situations and the procedures for the utilisation of equipment necessary for the prevention of consequences.

20. Information to be provided during the instruction of parachutists:

20.1. the landing field of parachutists and reserve fields;

20.2. restrictions on parachute descent, for example, the minimum parachute deployment height;

20.3. the equipment and additional equipment of the parachute; and

20.4. the procedures to be performed in cases of incidents, accidents and emergency situations and the procedures for the utilisation of equipment necessary for the prevention of consequences.

21. Information to be provided during instruction of the aircraft pilot:

21.1. the responsibility, necessary qualification of the pilot, the necessary additional training for the improvement of professional skills;

21.2. restrictions on flight and resting time;

21.3. the maximum take-off mass of the aircraft and the necessary meteorological conditions;

21.4. special instructions in relation to individual aerodromes;

21.5. weather conditions, in which the descent of parachutists shall be discontinued;

21.6. verification of the list (manifest) of participants of the descent flight;

21.7. the procedures to be performed in cases of incidents, accidents and emergency situations and the procedures for the utilisation of equipment necessary for the prevention of consequences;

21.8. the documentation necessary for the flight of the aircraft, the procedures for the verification and location thereof;

21.9. the technical maintenance of the aircraft;

21.10. obtaining of aeronautical information;

21.11. the procedures for the regular inspection, pre-flight inspection and flight inspection of the aircraft and documentation of registration of such inspections;

21.12. the take-off and landing of the aircraft;

21.13. taxiing;

21.14. fuelling;

21.15. the place of embarkation;

21.16. the mode and procedures of communication with the instructor in the aircraft and the conductor of jumps; and

21.17. frequencies and squawk.

22. Information regarding:

22.1. the procedures for the inspection and accepting of parachutes and supplementary equipment (including photo cameras and video cameras);

22.2. the mechanism of automatic deployment of parachutes, the procedure of switching on and switching off thereof;

22.3. maintenance, technical maintenance, repair and assembling of parachutes; and

22.4. the procedures for registration of the inventory to be used (inventory register).

23. Information regarding equipment to be used for preparation of parachutists on land and the procedures for utilisation of such equipment.

24. Information regarding procedures that are specific to the particular type of activity.

25. Information regarding the descent of parachutists during night time.
